Camps and Clinics Bylaw 13.12 Recap on Bylaw 13.12: Camps and Clinics must be open to any and all entrants and can only be limited the number of participants and/or by age. They must also emphasize one particular sport or provide activities and instruction designed to improve overall skills or general knowledge of that sport. Coaches need to be sure they are not hosting camps or clinics during dead periods, and if they choose to attend a camp/clinic that they are abiding by the recruiting contact and evaluation regulations. It is permissible for SA’s and PSA’s to be employed by an institution to work camps and clinics as long as they perform duties of a general supervisory nature in addition to any coaching or officiating assignments. SA’s and PSA’s may also be compensated for their work, but their pay must match the pay of other employees that are performing similar tasks. Any PSA attending a college camp/clinic may not be given free or discounted privileges to attend the school’s sports camp by school officials or athletic representatives. School representatives may not cover any PSA expenses either. If a PSA has signed a National Letter of Intent or a written financial agreement such as our currently-used Letter of Intent, they may only be employed with the institution that they have made a commitment to. In accordance with Bylaw 13.2.4.1, a PSA may not begin employment until they have completed both their senior year of high school and all competition for his or her sport during that academic year. Coaches are not permitted to grant written offers of athletic aid during camps/clinics. It is also important to note, that a[n] SA with remaining eligibility is not permitted to run their own camp/clinic. It is permissible for an institution to bring in coaches from high schools, college preparatory schools, and two-year colleges as long as they are paid on the same basis as other camp counselors with similar experience. In addition, their pay cannot be based upon Pop Quiz Question: Daemen’s tennis coach is holding an institutional camp and has decided that what he charges for the camp will cover cost of the camp, meals, etc. He would like to offer discounts to attract certain campers and to encourage certain registration behaviors. Please note the following: An SA’s required participation as a demonstrator at an
institutional camp or clinic during the academic year is CARA and subject to weekly hour limitations on skill instruction. It is not permissible to require SAs to participate as a demonstrator during the summer. An SA’s voluntary participation as a demonstrator at an institutional camp or clinic is NOT CARA
NCAA Secondary Infractions regarding Bylaw 13.12: It is vitally important that coaches, SA’s, and athletic staff members are familiar with Bylaw 13.12 pertaining to camps and clinics. Failure to abide by the camps and clinics bylaws may jeopardize the eligibility of SA’s and PSA’s. During summer 2010, institution employed women's basketball prospective student-athletes (PSAs) Nos. 1-6 at institution's women's basketball camp. Specifically, PSA Nos. 1, 2 and 3 are first-year PSAs who earned $340, $340 and $210, respectively. PSA Nos. 4 and 6 are 2-4-4 and 2-4 transfer PSAs who earned $130 each. PSA No. 5 is a 2-4 transfer who earned $50. Please note institution is seeking reinstatement for PSA Nos. 1-3, 4 and 6, as PSA No. 5 has made restitution. Institution provided compliance coordinator misinformed head women's basketball coach April 5, 2010, that PSAs could be employed at women's basketball camp during summer prior to their enrollment at institution. Compliance coordinator left institution at end of 2010 spring semester and head women's basketball coach relied on former compliance coordinator's interpretation to employ PSAs. Violation was discovered October 28, 2010, during an I Internal audit of athletics department's financial records. Institution required PSA Nos. 1 and 2 to donate $340 each to a charity of their choice; PSA No. 3 to donate $210 to a charity of her choice; and PSA Nos. 4 and 6 to donate $130 each to a charity of their choice; issued a letter of admonishment to head women's basketball coach; conducted rules education for all athletics department staff members and will require compliance coordinator to review and approve all summer camp employment documentation prior to the start of camp. Eligibility reinstated based on institution's action of requiring PSA Nos. 1 and 2 to donate $340 each to a charity of their choice; PSA No. 3 to donate $210 to a charity of her choice; and PSA Nos. 4 and 6 to donate $130 each to a charity of

2015 NCAA Convention Results Adopted Proposals, Effective Immediately: Title: Amateurism—Participation of Signed PSA’s in Institutional Fundraisers or Promotional Activities Intent: To specify that a PSA may participate in institutional fundraisers or promotional activities prior to his or her initial collegiate enrollment, provided the PSA has graduated from high school and has signed a National Letter of Intent or a written offer of admission and/or financial aid. Title: Recruiting—Permissible Activities-Tryouts-Post High School Tryouts Intent: To specify that the try-out limitation applies separately to the period in which the PSA is in high school and to the period beginning September 1st after the PSA’s completion of high school. Title: Organization and Committees—Management Council—SA Advisory Committee Representation Intent: To specify that the composition of the Management Council shall include two members of the SA Advisory Committee; further, to specify that the two members from the SA Advisory Committee shall have one vote on the Council.
Title: Recruiting-Institutional Sponsorship of Local Sports Clubs-Slush Funds– Exceptions to Receive Expenses Intent: To specify that a coaching staff member may receive expenses from an institution to engage in recruiting activities on behalf of the institution while serving his or her capacity as a local sports club coach; further to specify that a member of an institution’s coaching staff may recruit on behalf of the institution while receiving expenses from a local club. Title: Playing and Practice Seasons—First Contest or Date of Competition Championship Segment– Exception February 1st on a Saturday, Sunday, or Monday-Spring Sports Intent: In baseball, golf, lacrosse, sand volleyball, softball, and tennis, to specify that is years when February 1st falls in a Saturday, Sunday, or Monday, a member institution shall not engage in its first contest or date of competition with outside competi-
Title: Recruiting-Publicity-After Comment Intent: To eliminate the limitations on publicity related to a Adopted Proposals going into effect August 1st: Institutional violations regarding recruiting contact and evaluation legislation will not effect a PSA’s eligibility. If a member institution denies a[n] SA’s written request to permit another institution to contact the SA, the institution shall provide the opportunity for the SA to actively participate in the hearing. A member institution shall certify annually that it employs at least one individual who serves as a full-time compliance administrator with no coaching responsibilities. The SA Advisory Committee shall have one vote at the NCAA Division II Convention business session. An institution may provide meals and snacks to SA’s as a benefit incidental to participation in Intercollegiate athletics. An institution, conference, or the NCAA may provide reasonable entertainment to SA’s in conjunction with practice or competition (but may not provide cash for such entertainment) Specify that for Fall Championship Sports, June 1st through the conclusion of summer vacation, strength and conditioning personnel may design and conduct workout programs for SA’s. In baseball, soccer, softball, and women's volleyball, to permit a maximum of two contests played as part of a conference challenge event to be exempted annually from the maximum number of contest limitations .
