CSYP & HEPD YOUTH BASKETBALL 2018 TOURNAMENT RULES Official CSYP Playing Rules will follow IHSA rules with exceptions contained in the items listed below:
Tournament Format: With running clock, 3rd/4th boys and 5th/6th girls will play two 12-minute halves and all other grade levels will play two 15-minute halves – clock stops the last minute of the 2nd half. The clock will also stop on time-outs, injuries and whenever the game is delayed (wet surface, ball stuck on the rim, referee discussions, etc.). Player requirements: *Remember, this tournament was designed to keep the competition levels fair and balanced, therefore, NO elite travel or AAU teams are allowed. Any compromise will result in the team’s disqualification from award placement.* Scorebook and Clock Volunteers: Each team is expected to supply a responsible adult to keep the official scorebook or run the game clock for each game. Coaches must enter their roster in the official score book with team name and jersey numbers before each game. Coaches and Players: Players must have the same jersey color with their numbers on the back. The first team listed is the home team and will wear white or lighter color jersey. Coaches must check in at the registration table. A maximum of 2 coaches are allowed FREE admission. Arrivals/Late/Forfeit: Teams should arrive at least 15 mins before game time. If any team is not present and ready to play at the designated time or five minutes after the conclusion of the previous game, they shall forfeit the game. Game time is forfeit time. Warm-up between games: Minimum 2 minute warm-ups will be provided; 3-5 minutes if games are running on time. If games fall behind schedule, CSYP Site Manager or official may adjust warm-up time accordingly. Overtime: If teams are tied at the end of regulation, a 2-minute overtime will be played with the clock stopping for the final minute. If necessary, a 2nd overtime will be a sudden death, the first point of any kind will end the game. Teams: A team must have four players to start a game and three players to finish. Once a team is down to two players regardless of the score, the game is over and the team with two players loses. Running Clock: The clock will continue to run when a team is leading by 12 points in the 2nd half. Half-time: Half-time is two minutes and is subject to change by referees/ tournament director. Time Outs: Two 30-second timeouts per game and one timeout for overtime period (timeouts do not carry over into overtime). Any calls for a time-out after your limit will result in a technical foul. Defense: Man to man defense must be played in 3rd-4th grade levels. Switching during screens and help defense will be allowed. Pressing is not allowed until the last two minutes of the game for 3rd/4th grade boys. 5th/6th grade will be allowed to press the last 2 minutes of each half. 7th/8th grade will be allowed to press the duration of the game. Pressing is not allowed by teams with a 12 point lead. Mixed Grade Divisions: A team playing against an older grade will play using the higher grade rules. Basketball Size: A 28.5” ball will be used for all girls’ divisions as well as 3rd/4th and 5th/6th grade boy’s divisions. A regulation 29.5’ ball will be used for 7th/8th grade boys. Fouls: Bonus on 7th team foul each half. Double bonus at 10 fouls. Two (2) technical fouls on a coach or a player in one game will result in immediate ejection and suspension from next game. A player with 5 fouls will be fouled out of the game. Technical Fouls: Technical fouls result in automatic two points (no free throws) and possession of the ball. Grade Requirements: Players are only eligible to play at their grade level or higher. Players attempting to play in a lower grade level will not be tolerated. Admission Fees: Daily admission fee is $5.00 per adult, $3.00 for children 6-18, while children 5 and under are free. ALL attendees except 5 or under must wear wrist band for entry (coaches are free – max 2 per team). Refunds: No refunds within 2 weeks of the tournament. CSYP is not responsible for weather conditions that cause game cancellations. The tournament expenses have been paid in advance. Behavior: Coaches are responsible for their players and fans. Site directors and facility management have the authority to eject any coach, player, or fan that conducts themselves in any unsportsmanlike manner, and to disqualify a team from further tournament activity if necessary. Any ejected coach/player must leave the gym and will be suspended for the next scheduled game. Profanity will not be tolerated. Unsportsmanlike conduct, breaking tournament rules, or falsifying data will result in ejection from the tournament without refund. Clean up: Teams must be responsible for clearing their bench of any empty bottles, garbage, etc. after their game.
