OLD BUSINESS District elections: DCM, Alternate DCM, Secretary, Treasurer are open. District handbook has descriptions etc. Be thinking about if you would like to throw your name in the hat. Consider sponsors or sponsees. Terms are 2 years. Begin January of 2016. Alca-thons for Christmas and New Year’s: Drawing time slots at the December meeting. Christmas is a 24 hour 6p to 6p Christmas day 6 p to 6 a New Year’s Eve. Wesley is due to host if they accept the invitation as last year was at the 12 and 12. NEW BUSINESS
Books for women’s corrections. Women typically take the books with them when they leave jail. We have gotten books twice. Can write Rock County Jail is. Brain Z moved to purchase 6 12 x 12’s and 6 big books for women’s corrections. Books will be labeled with Rock County Jail. MAICO Gratitude envelopes will be brought to Nov meeting. DROP: Officer Chad Woodman attended October’s meeting at the Districts request in the September meeting. Discussion in September addressed some groups concerns regarding the Officer’s attendance at closed meetings. GSR REPORTS

Pods can’t keep or take books. Wants to leave some at the jail so we can bring into and out of meeting. Half a dozen wanted to keep right at the jail. Would like 12 and 12’s. Next orientation for Jail will probably have one the last week in October. Have to have a year. All they need to do is call and give them contact information. 12 and 12 making donation of approximately $50 to corrections. Inmates certainly thank all the men who come to facilitate meetings. Did give books to Sgt Aubry and RECAP has plenty of books. Flyers seem to be up to date. Not a ton of them. Brandon still willing to assist. Considered to be open. Still in the red. Hopefully with gratitude month they will balance. Young Timer/Old Timer held on November 7th. Elections are coming up, anyone interested in joining, please put your hat in the ring. Still going very well. Great feedback from Mercy about the speakers. Still has openings, please contact Gary or Chuck. One year continuous sobriety required. If you want to speak but haven’t been contacted, please contact Gary or Chuck as they have about 70 people on the list. They do their best to rotate, but may miss a few. Nothing new to report. If needs arise, it will be brought up in new business.

DROP Report AA Members Dave Martelle, Sue Schumacher and Marv Wopat have been working with Officers Foster and Woodman over the past several months to help establish a pool of volunteers willing to assist JPD “clients”. This effort was developed as a result of two things; first, JPD’s growing client pool of 30 to 50 (heroin users with pending charges) at any given time and secondly, some controversy about the officers attending closed AA meetings with said clients. Dave, Sue and Marv have recruited AA members to join a call list so the officer can offer AA, with temporary sponsorship through this list, as an option for clean living and the possibility of reduced sentencing/charges. DROP volunteer leads and volunteer members met with Officer Woodman 30 minutes prior to the October 2 District meeting for an informational/training meeting. While the hope was to take advantage of having Officer Woodman at the district meeting and saving he and the volunteers time, early attendees to the District meeting raised concern that we were meeting without the District’s knowledge. Leads stated that we were trying to capitalize on all the volunteers’ time by having a training meeting prior to district. Leads also stated that this group and its function may not be or meet AA guidelines, but rather serves as a community service opportunity relative to many AA members’ goal of sobriety. Early District attendees were informed that Officer Woodman would be presenting to the District at the 6:30 District meeting. At the District meeting, Officer Woodman presented the following DROP Mission Statement. Discussion included the traditions of AA and the difference between open and closed meetings. Officer Foster was provided with a list of all meetings, with open meetings being highlighted. It was asked that if he is attending with his clients, that he try to get clients to open meetings when DROP volunteers weren’t able to take clients into closed meetings. It was also asked that if he attend a closed meeting, he inform the group that he is there and ask the group to take a group conscious before the meeting starts. He indicated that he has no problem with being asked to leave if the group decides that is in the groups’ best interest. Officer Woodman informed District that his goal is to help his clients live a clean and sober life. He is not looking for “criminals or criminal behavior” in AA meetings. There was additional discussion about controversy among treatment options. Below is the overall goal and mission of the DROP program.

D.R.O.P. MISSION STATEMENT To combat the abuse of Heroin by solidifying relationships with addicts and partnering with community treatment resources to prevent overdose fatalities and to encourage lifelong sobriety.
NARRATIVE Heroin continues to be a threat to the Janesville community. Apart from being a connecting factor to other criminal behavior such as theft, burglary, and robbery, it is the cause of the second highest accidental fatality rate in the state of Wisconsin. The Janesville Police Department chose to approach illegal Heroin activity from a new direction in 2014. The Death, Rehabilitation, or Prison (D.R.O.P.) program’s goal is to assist addicts in finding treatment options to help them stop the use of Heroin. Although the acronym may sound harsh, these are the most likely outcomes for Heroin abusers. The Janesville Police Department developed connections within the community including counseling centers, rehabilitation facilities, insurance assistance, the Rock County Court System, and the Rock County District Attorney’s Office to assist users in multiple treatment options. The police department then connects known Heroin users with these resources in an effort to prevent future drug use. During 2014, the police department documented 150 known Heroin users and assisted 20 users seeking treatment options. There were 35 Heroin overdoses, 5 of which were fatal. Thus far in 2015 that number has been reduced to 19 overdoses, 3 of which were fatal. D.R.O.P. Officer Police Chief Dave Moore has delegated one officer from the department to take all possible action, consistent with the community policing function, to reduce the amount of overdoses within our community. The D.R.O.P. officer’s first priority will be assisting users to make lifestyle changes, including connecting with various mental health and addiction treatment services, with the goal of reducing or avoiding recidivism. The D.R.O.P. officer establishes direct lines of communication with active and recovering heroin users and attempts to establish a bond with them, with the goal of establishing a clear pathway to treatment resources and permanent sobriety. The D.R.O.P. program also provides heroin users who have pending charges the opportunity to get clean prior to court hearings and sentencing. If these clients show a willingness to change their lives directed toward maintaining a clean lifestyle, they have a chance for reduced charges or sentences.
