Temporary Traffic Control Committee San Diego, CA August 13, 2015 Chair: Ben Capel Vice Chair: Tim Bradley Secretary: Reed Leidle ATSSA Liaison: Bob Felt The meeting was called to order at 10:01am by the Chairman, Ben Capel. It was determined that a Quorum was present. Consent Agenda: Chairman Capel asked for comments on the minutes from the February 7, 2015 Annual meeting, for which there were none. A motion to accept the minutes was made by Ron Jones and was carried. Self-introductions were made, the committee roster was circulated for accuracy and the sign in sheet was distributed to members, Friends of the Committee and visitors. Chairman Capel reminded the committee that being a Friend of the Committee does not automatically result in being on the committee waiting list. Those who wish to be on the waiting list should follow up with Bob Felt to ensure their application is on-file. Chairman’s Report: Mr. Capel provided the Board Liaison Report, emphasizing ATSSA’s consideration of whether to formally take a position on Distracted Driving. Subcommittee Reports: Education – Steve Hayes invited Donna Clark to provide an update on the various training opportunities ATSSA provides to its Members. Chris Brookes made a motion to request the Training Department consider making some publications available electronically, specifically the Quality Guidelines Handbook, which carried. Traffic Control Expo Workshops – Chairman Capel reported on behalf of Melissa Finley, who asked the committee continue to submit Workshop ideas and also asked that it be noted they are about one full Expo out on planning. The cut-off each year is July 16th. Task Force Reports: ADA in Work Zones – Eydie Case reported that due to the large size of the Task Force, it has proven challenging to be effective in finding times to hold conference calls. She requests all members, who wish to continue to be on this Task Force, email her “Success Stories” and/or specific ideas to focus on. It was also suggested the Task Force consider updating ATSSA’s “Applying the Americans with Disabilities Act in Work Zones: A Practitioner Guide” that was published in the fall of 2012. Joint Distracted Driving – The committee again discussed ATSSA’s consideration of whether to formally take a position on Distracted Driving, specifically as this is a behavioral issue. TMA – Jim Crowley referenced the Federal Register (49CFR Part 390) where the FMCSA will not classify incidents, when a deployed is struck from the rear, as a reportable crash.

Guest Speakers: Mr. Mo Poorsartep with Texas A&M/TTI provided a brief on the History of Autonomous Vehicles, the definition of the SAE Levels, how the Technology works and how it doesn’t work, the connected Vehicles benefits and the Pros / Cons of Truck Platooning. While increased capacity, safety and fuel saving benefits are significant, considering how this technology will communicate with Infrastructure is ongoing. Mr. Poorsartep’s presentation will be made available on the committee website. Mr. Ken Wood with the Federal Highway Administration spoke about their desire to push for more and consistent use of technology in Work Zones. He presented on their Every Day Counts (EDC-3) Smarter Work Zones (SWZ) Initiative, where he shared the programs Goals, Implementation Strategies, Technology Applications (referencing the FHWA Work Zone Intelligent Transportation Systems Implementation Guide), the Implementation Process steps and Past SWZ deployments and successes. For additional information, Mr. Wood invited the committee to reference the FHWA website and the EDC-3 Report. Mr. Wood’s presentation will be made available on the committee website. Scott McCanna with the Oregon DOT presented on Accommodating Bicycles and Pedestrians in Work Zones. He highlighted the main challenges of making these accommodations and shared the following steps for success: Develop clear Standards, Practices and Device requirements; Provide Specifications, Drawings and Payment Methods; Ensure Designers, Consultants and Inspectors are properly trained; and ensure the Contract(s) include both the requirements and Pay Items. Mr. McCanna’s presentation will be made available on the committee website. Unfinished Business: TTC Participation Matrix - The committee reviewed the Participation Matrix. Chairman Capel and Bob Felt requested that anyone who would like to be added or removed, email them to let them know. New Business: ATSSA Training Course: Designing Pedestrian Safety & Accessibility - Bob Felt made the committee aware of this course and provided an overview. Update re: MASH/NCHRP350 - Bob Felt shared the draft letter ATSSA has prepared for AASHTO regarding NCHRP 350/MASH testing for the committee’s consideration / approval. The committee discussed the topics that we’re covered in the conference calls, but not included in the letter. A Peter Speer motion to suggest adding, with consideration given to NCHRP 03-119: 1) Work Zone Traffic Control devices to be included in the transition to MASH, 2) the potential for extending the timelines of this transition, and 3) the eventual implementation of recommendations in the report when it is finally issued, was carried. A Peter Speer motion to form a Task Force to follow and review MASH transition was also carried. Jim Crowley will Chair the Task Force. The next meeting will be held at the 46th Annual Convention, January 29 - February 2, 2016 in New Orleans, LA. Meeting adjourned at 2:22pm.
