It is encouraged that the team binders, containing the Medical Consent Forms, the Roster/Release Agreement, Team Insurance, and copies of each birth certificate, be turned in at manager’s meeting. Otherwise check-in with completed forms at the registration table at least one hour before the start of your first game. A coin flip will take place appox.15 mins prior to pool play games to determine the choice of either A) home/away or B) 1st /3rd base dugout. Winner of coin flip has choice of one category; A) or B), loser of coin flip has choice of the other category. Home dugout for Majors and Minors fields is 1st base, and AA-field is 3rd base side. No infield/outfield balls between innings. 3 Coach Pitch warm-ups per inning. Have the catcher ready. Pinch runner allowed for catcher with 2 outs. Pinch runner must be player who made last batted out. Coach Pitch – Each batter gets 5 pitches or 3 swinging strikes. Foul on the 5th or subsequent pitch(es) is not an out. Coach must pitch from ‘pitching square’ drawn on the mound. Play is stopped and the umpire will call “TIME” when the pitcher (player, not coach) is in fair territory, on the infield grass with possession of ball, and raises ball up (in glove hand or bare hand) to indicate intent to stop the play. Runner halfway rule in effect. Player pitcher must have one foot on mound dirt, between painted lines, to start play. No INFIELD FLY rule. No big barrel bats. Tournament rosters have a 15-player limit. Any player that is on the complex grounds and in uniform is required to be on the game line-up card. Continuous batting order. Every Player on a game line-up card bats - NO EXCEPTIONS. Give a copy of your line-up to the umpire and the opposing coach before each game. Umpires will turn in line-up cards along with the game scorecard. If any team is found to have an illegal player, see Rule 23. 10 players on the field (less than 9 is a forfeit) - 4 players must be at or behind the outfielder grass dots during every pitch until the ball has reached the plate or is hit by the batter. Ball hits coach, the batter-runner is out. No exceptions! No bunts or slash-bunts (i.e., showing bunt, bring bat back and swinging/slapping at ball). No stealing or leading off. Base runners shall not leave their bases until the ball has reached the plate or is hit by the batter. 5 run limit per inning for 1st through 5th inning. 6th inning is limited to 15 batters. Mercy rule: 12 run differential after 4 innings or 10 run differential after 5 innings. Games are 6 innings. No Inning to start after 75 minutes of play. Game Time = Start Time. If the game is tied after 6 innings, and the game has not reached the 75 minute mark, each subsequent inning will begin using the international tie-breaker; runners on 1st and 2nd and 2 outs. (Each half-inning select runners to be put on 1st and 2nd and continue batting order as it was during the game. For example, 4th hitter in the lineup is on 2nd base, 5th hitter is on 1st base and 6th hitter is at bat with 2 outs. Moreland reserves the right to make a decision on any unforeseen rule that comes up. An umpire’s call is final. At no time will an official be called for a ruling. Manager is responsible for fans, players and coaches. Umpire/Moreland Official will ask the Manager and/or coaches to leave the complex if fans, players and coaches become unruly. Failure to immediately comply will result in disqualification of the Manager’s team. If any team is found to have an illegal player - team will be told to leave. How Playoff Seedings are done (in order): Overall Record, Head to head, runs against, runs for. (Runs in extra innings pool play games, for or against, will be included for playoff seeding) 2015 Little League Official Regulations and Playing Rules are in effect unless stated otherwise above.

Notes about the Moreland Complex: We will have snack shack with pretty darn good food and might have daily specials. We request that teams do not bring coolers full of food and drinks for your teams. There is plenty of space on the grass close to the fields for any team to put up a canopy or two to create a ‘home base’ for your team on the Saturday of the tournament. Please let us know if your team would like to do this you can scout out a spot during our tour of the MLL complex after the pertournament managers meeting. Three batting cages are available to be used for pre-game practices. Parking lots and street parking are available on Eastus Drive, Marilla Avenue, and Doyle Road. We are located on Moreland School District property, therefore we must abide by
 the following: a) b) c) d)

No dogs on the complex No smoking No alcohol No BBQs

NO PARKING OR DROPPING OFF PLAYERS IN RED ZONES OR CROSSWALKS ON EASTUS DR. If using the White Zone for drop off or pick up, drivers must stay with car.
