BUDGET & INFRASTRUCTURE COMMITTEE MINUTES OF TUESDAY, APRIL 18, 2017 To take a close look at our budget process and develop a new model for how we fund infrastructure.

A meeting of the Budget and Infrastructure Committee of the Corporation of the City of Port Coquitlam was held in the Heritage Room, City Hall, 2580 Shaughnessy Street, Port Coquitlam, on April 18, 2017 at 4:08pm. 1. ADOPTION OF THE AGENDA 1.1 It was moved and seconded: That the Agenda of the April 18, 2017 Budget & Infrastructure Committee meeting be adopted, as amended, with the report order changed. Carried 2. ADOPTION OF MINUTES 2.2 It was moved and seconded: That the Minutes of the March 14, 2017 Budget & Infrastructure Committee meeting be adopted. Carried 3. REPORTS 3.1

Proposed 2017 Festival Development work plan It was moved and seconded: That the proposed 2017 Festival Development Work Plan be approved. Carried Councillor Dupont voted against the resolution

Councillor West arrived at 4:20pm Mr. Tse arrived at 5:15pm Ms. Nimmo left at 5:30 pm 3.2

2017/2018 Business Plan Update (Development Services) It was moved and seconded: That within four weeks, Development Services come back to Committee with a plan for an underground wiring policy and regulations review using an industry expert. Defeated Councillor Forrest voted in favour of the resolution It was moved and seconded: That the Budget and Infrastructure Committee recommends to Council that the Parking Bylaw be amended to limit tandem parking to 40%. Carried It was moved and seconded: That the Budget and Infrastructure Committee recommends to Council that the taking of cash in lieu not be an acceptable option to the bylaw requirement to provide underground wiring. Carried Mayor Moore and Councillor Forrest voted against the resolution

ADJOURNMENT It was moved and seconded: That the Budget & Infrastructure Committee Meeting of April 18, 2017 be adjourned at 7:22 pm. Carried
