WHEREAS, on August 10, 2016 the Governing Body adopted Resolution No. 2016-62

17

authorizing and approving an application to the New Mexico State Board of Finance for Qualified

Energy Conservation Bonds (QECB) to be used for the expansion of an energy efficiency loan

program administered by Homewise; and

WHEREAS, Homewise operates an Energy Efficiency Loan program to help families in Santa Fe County conserve energy and protect the value of their homes; and

WHEREAS, using capital from QECBs, Homewise will expand the Energy Efficiency

23

Loan program and offer lower interest rates to help reach families at all income ranges including

24

low- and moderate-income who would benefit the most from lower energy costs; and

25

WHEREAS, such energy efficiency loans finance projects that conserve resources like

energy and water, and generate clean electricity through solar energy; and

WHEREAS, a limited amount ofQECBs remain available for use statewide; and

WHEREAS, procurement and use of those bonds are not guaranteed because the

4

allocation and use of the bonds are subject to applications made by other municipalities that are

5

then reviewed and approved by the State Board of Finance; and

WHEREAS, Santa Fe county has $1.5 million in previously allocated QECB bonds that have yet to be used, and are not currently dedicated to any specified project; and

WHEREAS, Homewise serves customers both in the city of Santa Fe, and throughout all of Santa Fe county; and

WHEREAS, developing a memorandum of understanding with Santa Fe county

regarding the use of the QECB funds will benefit residents of both the city of Santa Fe and Santa

12

Fe county.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE

14

CITY OF SANTA FE that the city manager is directed to work with Santa Fe county to develop

15

a memorandum of understanding for use of the $1.5 million of QECBs currently allocated to

16

Santa Fe county.

Summary Briefly explain the purpose and major provisions of the bill/resolution: This resolution directs the city manager to work with Santa Fe county to develop a memorandum of understanding that would enable Homewise to utilize $1.5 million of QECBs that have been previously allocated to the County for use in its low interest energy efficiency loan program that helps homeowners install energy efficient and/or renewable energy technology in their homes to reduce utility costs and improve the environment.

I. Conflicts: Does this proposed bill/resolution duplicate/conflict with/companion to/relate to any City code, approved ordinance or resolution, other adopted policies or proposed legislation? Include details of city adopted laws/ordinance/resolutions and dates. Summarize the relationships, conflicts or overlaps.

The resolution complements Resolution No. 2016-62 passed by the Governing Body on August 10, 2016 authorizing and approving an application by the City of Santa Fe and Homewise to the New Mexico State Board of Finance for Qualified Energy Conservation Bonds, to be used for the expansion of an energy efficiency loan program administered by Homewise. 2. Consequences of Not Enacting This Bill/Resolution: Are there consequences of not enacting this bill/resolution? If so, describe. A limited amount of QECBs remain available for use statewide, however the procurement and use of those bonds are not guaranteed because the allocation and use of the bonds are subject to applications made by other municipalities that are then reviewed and approved by the State Board of Finance. Therefore, it is advantageous for the city and Homewise to work with Santa Fe County to utilize the $1.5 million of QECBs already allocated to the county to help administer the Homewise energy efficiency program.

3. Technical Issues: Are there incorrect citations of law, drafting errors or other problems? Are there any amendments that should be considered? Are there any other alternatives which should be considered? If so, describe. None identified. 4. Community Impact: Briefly describe the major positive or negative effects the Bill/Resolution might have on the community including, but not limited to, businesses, neighborhoods, families, children and youth, social service providers and other institutions such as schools, churches, etc. Pursuing and agreeing to an MOU with Santa Fe county would allow Homewise to access $1.5 million in QECB funds allocated to the county to expand their energy efficiency loan program that offers lower interest rates to help low- and moderate-income homeowners install energy efficient technology in their houses.
