Cleve Morris Item#: 12.3 Subject: Adopt a Resolution awarding a contract for Parking Enforcement Services to SP+ Municipal Services. ______________________________________________________________________________ Discussion: The City of Placerville has contracted for parking enforcement services for several years with Banner Parking. In February of 2017, Banner Parking informed the City that they are discontinuing their business and will no longer be able to provide the service at the end of their contract on June 30, 2017. City staff reviewed our options including contracting with another company or bringing the service in-house. Following that review, it was determined that we should continue contracting the service out as we have in the past. In March of this year, staff released a Request for Proposals (RFP). We received five proposals to provide the service. Attachment A to this report outlines the results of the RFP. Based on the results of the proposals, staff interviewed two companies, SP+ and Douglas. Both have good experience and ability to perform the enforcement service. Hylton Security provided the lowest cost proposal. However in reviewing their proposal and experience, it was determined that they did not have experience in parking enforcement and worked primarily in the security field. Based on this information, we eliminated them from consideration. Following the interviews, staff identified SP+ as the most qualified proposal. We then did reference checks on them and determined them to best meet the City’s needs. Sp+ has offices in Sacramento and therefore are in our area. Their approach and experience should benefit the City in providing a good parking program. Options: 1. Award a contract to SP+ for enforcement services for Option 2 as defined in Attachment A. 2. Award a contract to one of the other companies who submitted proposals. 3. Award a contract to SP+ for enforcement services for a different Option as defined in Attachment A. 4. Consider bringing the service in-house. Cost: With the new parking program adopted by Council, the monthly cost for the current service is $8,900 per month. Staff is recommending Option 2 as shown on Attachment A which will provide overlap services during the busy part of the day. The cost for Option 2 is $8,447 per month.

12.3 Budget Impact: At the beginning of the fiscal year, we did not know what the cost of these services would be. However, with the adoption of the new parking program, staff anticipated these costs as part of the new budget. This cost is within the new parking program budget. Recommendation: Adopt a Resolution awarding a contract for Parking Enforcement Services to SP+ Municipal Services.
