A student-athlete may compete outside of the institution's declared playing and practice season as a member of an outside team in any non-collegiate, amateur competition during any official vacation period published in the institution's catalog and during the summer. The number of student-athletes from any one institution shall not exceed the applicable limits set forth below. Competition on an outside team during any other part of the academic year will render you ineligible for the remainder of that academic year and the following academic year. Please note a student-athlete must comply with all NCAA Amateurism regulations concerning participation on an outside team. Accordingly, it is not permissible for an institutional coaching staff member (including a volunteer coach) to be involved with the coaching or administration of an outside team that includes prospective student-athletes, including summer league and travel teams, unless the involvement is a permissible tryout activity or tryout exception. For example, in baseball, it is permissible for an institution's coach to serve as a coach for a summer league team involving student-athletes from other four-year institutions. However, the coach cannot be involved in any capacity (e.g., manager, coach, scout) if the team includes prospective student-athletes, including high school, two-year college or four-year college prospective student-athletes, unless the team and its participants satisfy the local sports club legislation (e.g., all participating prospective student-athletes on the coach's team reside within a 50-mile radius of the institution) or an exception to the tryout legislation. All student-athletes interested in participating in outside competition during the summer, must complete the Outside Competition Form with the Office of Athletic Compliance.

Compliance Conundrum

EDUCATIONAL ITEM

The Ocean State University baseball team will have 3 competitions next week during spring break. Since it is an official vacation period, do the weekly and hourly limitations apply?

No. NCAA Bylaw 17.1.7.3.6 states that daily and weekly

hour limitations do not apply to countable athletically related activities occurring during an institution’s termtime official vacation period, as listed in the institution’s official calendar, and during the academic year between terms when classes are not in session. If such vacation periods occur during any part of a week in which classes are in session, the institution is subject to the daily and weekly hour limitations during the portion of the week when classes are in session and must provide the studentathletes with a day off which may be a vacation day.

College Coach Observing Enrolled Students, Student-Athletes and Prospective Student-Athletes Athletically Related Activities Outside the Playing Season (I) Date Published: February 25, 2015 NCAA Bylaws: 13.1 (contacts and evaluations), 17.02.1 (countable athletically related activities), 17.02.18 (voluntary athletically related activities), 17.3.2.4-(f) (prohibited activities), Interpretation: The academic and membership affairs staff confirmed that an institution’s coaching staff member may not observe enrolled students or student-athletes in non-organized athletically related activities (e.g., “pick-up” basketball games) outside the institution’s declared playing season. A coaching staff member may observe enrolled students or student-athletes in organized athletically related activities (e.g., demonstration at a coaches’ association convention, summer basketball league, intramurals), provided the coach does not direct or supervise the organized activity. If prospective student-athletes are also participating in the organized athletically related activities, the institution’s coaching staff member may observe such athletically related activities only if it occurs during a permissible contact or evaluation period, or in men’s basketball, a recruiting period, and all other applicable recruiting legislation is observed. The staff noted that, in individual sports, a coach may participate in individualworkout sessions with student-athletes from the coach’s team during the summer, provided the request for such assistance is initiated by the studentathlete.

COMPLIANCE HOT SEAT Central State lacked institutional control By: NCAA 3/10/16 Central State University lacked institutional control when it did not have the proper systems in place to detect and prevent violations, according to a decision issued by the Division II Committee on Infractions. The lack of control resulted in the university’s failure to properly certify 106 student-athletes in 10 sports, ensure the student-athletes met eligibility requirements and maintain accurate countable athletic activity logs. Penalties in this case include three years of probation, a $5,000 fine, a compliance audit and vacation of games in which ineligible student-athletes competed. This case was resolved through the summary disposition process, a cooperative effort where the involved parties collectively submit the case to the committee in written form. The NCAA enforcement staff and university must agree to the facts of the case for this process to be utilized instead of having a formal hearing. The agreed-upon violations occurred because the university did not understand and execute NCAA rules properly when it transitioned to Division II membership. The university incorrectly believed the NCAA Eligibility Center exclusively handled initial eligibility determinations and did not need to be consulted for transfer student-athletes. The school also did not understand that it was required to verify multi-sport studentathletes’ amateurism status in each sport in which they participated. These misunderstandings resulted in the university failing to verify the amateurism status resulting in 106 student-athletes competing while ineligible.
