Chiltern Councillor Update Economic Profile of Ballinger, South Heath & Chartridge Ward

Introduction Ballinger, South Heath & Chartridge is home to 2,203 people and provides 400 jobs in 40 businesses. Of these businesses, 16 (40.0 per cent) are Buckinghamshire Business First members. There were 1,605 employed people aged 16-74 living in Ballinger, South Heath & Chartridge ward at the 2011 Census, 27 fewer than the 1,632 recorded in 2001. Over that period the working age population fell 87 to 1,344 while the total population rose five to 2,203. The number of households rose by 18 (2.1 per cent) to 887. This is a significant percentage increase and places the ward 20th out of all wards in Chiltern. Based on the increase in number of households, the ward ranks 82nd out of all wards in Buckinghamshire. The largest companies in Ballinger, South Heath & Chartridge include:       

Chartridge Park Golf Club; Chartridge County Combined School; Jewson Ltd; South Heath Garden Centre & Nursery Ltd; Gilberts; Peter North & Partners; and North.

There are 10 Ballinger, South Heath & Chartridge, representing 0.7 per cent of working age residents, including five claimants aged 18-24 and five who have been claiming for less than six months. Superfast broadband is expected to be available to 74 per cent of premises in the Ballinger, South Heath & Chartridge ward by March 2016 with commercial providers responsible for the entire 74 per cent. The Connected Counties project, run by BBF, will therefore deliver none of the fibre broadband on account of ample provision through commercial providers. BBF is seeking to deliver an extended superfast footprint via additional funding, adaptation of downstream technology and contract claw-back mechanism. At the time of the 2001 Censusi, of the 1,127 employed residents, 319 people lived and worked in the ward, with the most common destinations by local authority district being:        

Industrial structure There are 40 businesses located in Ballinger, South Heath & Chartridge employing 400 people. Of these businesses, 36 are micro businesses, employing fewer than 10 people. Ballinger, South Heath & Chartridge is over represented in Property which accounts for 20.9 per cent of employment in the ward. This ranks the ward 20th out of all wards for proportion of employment in the sector. Other sectors which are over-represented include construction and information communication. The two sectors account for 13.3 per cent and 8.3 per cent of employment. As a result, the ward is ranked 973rd for employment in construction and 494th for employment in information communication. Retail employs only 5.2 per cent, this is surprising as the sector usually employs a significantly higher proportion. The ward is ranked 5,580th out of all wards for employment in the sector. Accommodation and food services accounts for only 1.6 per cent of employment and as a result, the ward is ranked 7,885th out of all wards.

2.1

The Industrial Strategy and the Plan for Growth

Plan for Growth and the Industrial Strategy set out policies to realise this objective and to rebalance the economy, which include focusing on sectors expected to deliver strong growth. Chiltern -represented in these sectors, particularly aerospace, the information economy and professional and business services. While Ballinger, South Heath & Chartridge provides jobs in these sectors, the industrial strategy sector where the ward delivers the highest share of national employment is professional & business services which account for 14.2 per cent of employment, ranking Ballinger, South Heath & Chartridge at 1,512th among English wards. The proportions of jobs in Ballinger, South Heath & Chartridge in Industrial Strategy sectors are presented in Table 1.

Ballinger, South Heath & Chartridge has a proportion of 42.7 per cent of its residents qualified to degree level or higher. Furthermore, 59.9 per cent work in managerial, professional or technical occupations. In Chiltern the wards most similar to Ballinger, South Heath & Chartridge are Seer Green, Central and Ashley Green, Latimer & Chenies with 16 of the other 24 wards among the top thousand closest matches. Deprivation Buckinghamshire has the lowest level of economic deprivation of any Local Enterprise Partnership, with Chiltern having the 13th lowest economic deprivation of all 326 local authority districts in England, behind South Bucks (10th) but ahead of Aylesbury (37th) and Wycombe (69th). Chart 4 demonstrates the concentration of Chiltern least deprived in England with 12 of the 25 wards featuring among the least deprived 10 per cent of all wards in England and only three ranking among the most deprived half of English wards, a stark contrast to the London Borough of Newham where no ward ranks above halfway, highlighting the challenge Chiltern faces to attract resources to tackle deprivation.

Nationally, the closest matches are Ightham (Tonbridge and Malling), while Penn & Coleshill and Cholesbury, The Lee & Bellingdon are the most similar in Chiltern ranking as the 20th and 100th most similar of all English wards. Demography At 43.6 years, Ballinger, South Heath & Chartridge below the 41.3 recorded across Chiltern as well as the county average of 41.0. This makes Ballinger, South Heath & Chartridge one of the older wards in England as suggested by the overrepresentation of 45+ year olds in Chart 6. In terms of age structure, two of the wards in Chiltern most similar to Ballinger, South Heath & Chartridge are Holmer Green and Cholesbury, The Lee & Bellingdon with average ages of 43.7 and 43.9 respectively. Educational attainment Chiltern is one of the best qualified places in the country, with only 14.8 per cent of residents aged 16 and over holding no qualifications, well below the 22.5 per cent recorded across the country as a whole, while 40.8 per cent hold degree level qualifications, well above the national level of 27.4 per cent. Ballinger, South Heath & Chartridge 12.0 per cent having no qualifications and 42.7 per cent educated to degree level or higher. Only 2.9 per cent of Ballinger, South Heath & Chartridge residents are schoolchildren or full-time students aged 16 to 17. Ballinger, South Heath & Chartridge Buckinghamshire has the strongest schools performance any LEPiii, with over a quarter of and 88.0 per cent of young people in the county achieving at least NVQ level 2 by 19. Ballinger, South Heath & Chartridge as demonstrated by their most recent OFSTED reports, which are summarised below.

7.2

Chartridge Combined School (Key Stage 2) In 2012, 100 per cent of pupils attained Level 4 or above in the Key Stage 2 English test and assessment. The result placed the school in the top 20 per cent of all schools. In reading, 100 per cent of pupils attained Level 4 or higher and in writing, 86 per cent of pupils attained Level 4 or higher. The results placed the school in the top 20 per cent and middle 20 per cent respectively. In maths, 100 per cent of pupils attained Level 4 or higher, this is an increase of 26 percentage points on 2011 placing the school in the top 20 per cent of all schools. In the same year, 95 per cent of pupils attained expected progress in English placing the school in the top 40 per cent of all schools. In maths, 100 per cent of pupils attained expected progress placing the school in the top 20 per cent of all school. The attendance rate for the school in this year was 96.8 per cent which marked an increase of 0.3 percentage points and placed the school in the top 20 per cent of all schools.
