CITY COUNCIL SPECIAL MEETING MINUTES June 2, 2014 5:30 p.m. 1) Call to Order Mayor Hunt called the meeting to order at 5:30 p.m. In attendance: Mayor Anne Hunt; Council members Mark Vanderlinde, Arlene Donahue, Bob Christians and Tyler Abens; Interim City Administrator Mike Barone, Finance Director Brian Grimm and Community Development Director David Abel 2) New Development Sump Pump Discharge Discussion (verbal) Abel gave a brief update on sump pump discharge regulations. Highlights included:  Current ordinance states that flow must be discharged to front or rear yards  Direction for staff  Should a solid wall pipe be added before the curb for discharge to connect to the storm sewer system at some point?  Review of sample ordinance language from Forest Lake and Shorewood Discussion included the following:  Cost for property with sump pump issues to install  Suggest constructing in problem areas to begin  Requirement for new subdivisions  Would need to rewrite ordinance  Concern about requiring residents to install after years without the system  Will amend ordinance and educate residents (keep it simple)  Will get draft language to Planning Commission to make a recommendation to the City Council 3) Building Inspections Services - Contract Discussion Abel presented the staff report dated June 2, 2014. Highlights included:  Review of three quotes received for building inspection services  Pros and cons of going with an established company vs. an individual Discussion included:  Concern about inspection turnaround following a storm event  Interviewed two companies present at meeting  Follow-up process after a permit is issued  Need to check references and interview applicants  Formal agreement would be brought back to the next meeting  Council members’ preferences  Looking for a 1-1/2 year contract and may look at having own staff member at some point  Consensus to move forward with contract with MNSpect 4) Water Treatment Rate Discussion Grimm presented the staff report dated June 2, 2014. Highlights included:

Scheduling a public information/open house for June 18 from 6-8 p.m. with notice mailed to all residents and property owners Advantages/disadvantages for various treatment options and need to minimize the number of options available Focus on centralized options

Discussion included the following:  Dollar amounts for land purchase are included in financial information  How to handle if people want to or do not want to be a part of the system  Centralized system can be easily expanded if other cities wish to join  Benefits to combining forces  Need to be prepared if people don’t want a centralized system  Need to inform people of what is available; most will be more concerned about cost  Funding options and costs  Information to provide at public meeting to show sample quarterly bills before and after plant is operational 5) Adjourn Mayor Hunt adjourned the meeting at 6:47 p.m. Motion carried 4-0.
