  March 23, 2012 SUBJECT: REQUEST FOR QUALIFICATIONS TO PROVIDE A FEASIBILITY STUDY TO EXTEND CITY WASTEWATER SERVICES. The City of Grass Valley seeks civil services engineering services to conduct a feasibility study to extend the City’s wastewater services. The consultant services will include planning and engineering services that formulate and evaluate options for expanding sewer services to properties within the study area. The study area includes vacant and developed land in the incorporated and unincorporated areas of the City. Generally, the area of study starts at the South Auburn St. & McKnight Way intersection, proceeding southerly along LaBarr Meadows Rd., and includes the former project area known as The Village of South Hill. Since it is highly probable a sewer line will need to cross Highway 49 and connect to an existing line on Taylorville Road, the study needs analyze whether to jack and bore under the freeway, or locate within a potential new intersection with Highway 49. The study will also need to take into account land uses on the west side of the freeway to ensure the sewer system is properly sized to accommodate full development in both areas. Additional Background: From 2002 to 2009, the City reviewed several Master Plans for the property identified in the City’s General Plan as the Bear River Mill Site Special Development Area (BRMSDA). In 2009, the City was in the process of completing an EIR for this site. Some of this work included analyzing the needed sewer services. However, the applicant for this project stopped processing the application before the Draft EIR and sewer study were completed. In 2010, the City received a CDBG Planning and Technical Assistance grant to evaluate the sewer needs for this area. In 2011, Nevada County purchased a portion of the former BRMSDA site. Based on these actions, the City needs to reevaluate the planned land uses and sewer needs for the study area. Specifically, the City needs to determine what level of land use is needed to provide a feasible and cost effective sewer system. In a sense, the costs of the sewer system may result in a need to amend the planned land uses and/or require the City to seek alternative funding sources to ensure the system is feasible. The final product will be presented to the City Council and forwarded to the California Department of Housing and Community Development. The following provides an overview of the study’s minimum content: 1. Determine optimization and potential for future expansion of sewer facilities within the study area. 2. Evaluate the extent of sewer infrastructure deficiencies within the study area. 3. Identify parcels that could potentially be served by the sewer services. 4. Provide capacity estimates based on the 2020 General Plan, and potential development given the topography and site constraints. 5. Evaluate an alternative land use scenario that may be needed to feasibly pay for the sewer infrastructure should the existing land use plan be determined not to be feasible (i.e. the sewer system may drive the planned land use mix). www.cityofgrassvalley.com

 

6. Conduct a comparative feasibility analysis and costs to expand the sewer services. 7. Identify financing options for the capital improvement phase and the on-going operational and maintenance costs. This should include grants, formation of a Community Facility District, and other financial tools. The City invites interested and qualified candidates to submit a Statement of Qualifications. For your review, a Scope of Work is attached as Exhibit A. If your firm is interested in providing this service, please submit three (3) copies of a Statement of Qualifications which contains, at minimum, the following: 1. An example of similar work experiences by your firm with resumes of the project team. 2. Possession of certificate or registration in civil engineering issued by State of California. 3. Experience in preparing preliminary and final civil engineering plans and specifications, including cost estimating. 4. Possession of strong communication skills and ability to effectively work in public forums, workshops, etc. 5. A list of all personnel, hourly pay rate, level of availability and ability to perform in a timely manner. 6. Current insurance provisions. 7. List of references. Upon receipt of the qualifications, the City will evaluate, select the top candidate, and negotiate a professional services contract. The City may interview top candidates prior to awarding the contract. Because of the grant deadlines, work shall commence May 1, 2012, with the final product submitted by August 1, 2012. The funding source for this activity is provided by a CDBG Planning and Technical Assistance Grant. Furthermore, the City reserves the right to award no contract. All interested consultants must submit a complete qualification package no later than 5:00 p.m., Friday, April 6, 2012, to the attention of Thomas Last.
