Cornwall Council has been live with allpay since 13th September 2002. Between 2002 and 2010 they used allpay’s Swipecard service for their Home Care scheme only. However after tendering as a unitary, incorporating 6 borough and district councils in Cornwall - Caradon, Carrick, Kerrier, North Cornwall, Restormel and Penwith, Cornwall Council saw the benefits that allpay could offer them and chose to move all their schemes to the company.



Why did allpay’s tender submission stand out to Cornwall Council? Cornwall Council was very pleased with allpay’s submission. All our evaluators thought allpay Limited gave a very comprehensive and inspiring response. The tender document was professional, and managed to respond to each question within the ITT with a suitable level of detail. The company demonstrated a comfortable understanding of the Council’s requirements, by proffering a minimum impact solution in a great time of change. Evaluators were able to visualise the various options available to them because allpay laid out options in a very clear, comparative manner. All in all allpay offered the best transaction price and most attractive service take-on cost.

How efficient was the transfer/implementation process with allpay? At the presentation given by allpay as part of the tender evaluation, we were told that the effort to implement would be minimal. When the contract was awarded and we began the implementation this turned out to be true. We had services managed by three different providers. This did not pose any problem and the conversion was handled professionally. We were allocated an implementation technician who was superb. He guided us through the implementation and helped us solve problems as they arose. There were a couple of issues but nothing that caused us any concern.



How has Cornwall Council saved money by re-routing multiple IINs through allpay? Choosing to re-route our 5 unique IINs with allpay enabled Cornwall Council to save up to £12,000.
