Lawn Mowing Bid Specifications for 2016 Season Bids must be received no later than Tuesday, March 8th, 2016. Bids are to be sealed in an envelope and clearly marked “LAWN MOWING BID”. Bids can be placed in the Hopewell Area Recreation & Parks drop box through March 8th at our street address or mailed to our mailing address indicated above. Bids will be opened on March 9th, 2016 @ 7:15 pm during the regular Hopewell Area Recreation & Parks (HARP) Board Meeting. HARP reserves the right to reject any or all bids and/or choose the bid or bids most advantageous to the HARP. If you should have questions regarding the bidding requirements, please email or call the HARP office as indicated above. The contractor shall provide the necessary labor, equipment and material to perform lawn and grounds care services at the entire 19 acre community grounds site from April until November. The HARP Board reserves the right to renew the awarded contract for up to two (2) additional years after the current mowing season. Bidders must furnish with bid the following:  Price per application  Price per season (optional)  A listing of type and quantity of machinery and equipment  Three references from current customers Successful bidder will be required to agree to the following:  Willing to sign an annual agreement/contract with the HARP Board  Provide proof of liability insurance (1,000,000 min limit) by 4/1/2016 listing HARP as an additional insured. Experienced, trained personnel must perform service in a safe, orderly manner to cause minimum interference with HARP activities and satisfactorily clean up the work area at completion of each mowing. Mowing service should occur at regular intervals (not less than 5 days or more than 12 days) as follows:  Grass shall be cut at a height of approx 2 ½” - blades should be sharpened frequently to minimize tearing.  Edging in all concrete sidewalks, curbs and shrubbery/tree beds with vertical cut blade edger. Weed eating and trimming must be performed in areas where mowing is not possible such as under fences, around building and steep slopes.  Fenced in detention pond (located at Camelot Ct) is to be mowed every other week.  Flower and shrubbery beds are to be weeded every other mowing.  All objects such as soccer goals and bleachers are to be moved to keep grass height uniform. Weed control either by hand pulling or application of chemical post-emergent herbicides (non-toxic) must be done to remove from playground, tot lots, flower and shrubbery beds. In addition, the infields of the four ball fields need to be sprayed to prevent weeds and to maintain weed control.  Mowing must occur after daylight and prior to dusk – preferably Wednesday thru Friday prior to 2 pm. Notations:  HARP has the right to shorten or lengthen the mowing intervals at their discretion.  No mowing should be done past November 1st unless approved by the HARP board.  In the event of cancellation or lapse of Contractors’ Insurance coverage, all work shall be halted immediately. If work is not completed satisfactory as indicated above, the HARP Board has the right to impose a 25% penalty against the cost of the service.  Contractor will be given an opportunity to correct unsatisfactory work at HARP’s discretion. HARP has the right to terminate the mowing contract without penalty or further obligation if the contractor is not performing the services under contract to the sole and absolute satisfaction of the HARP Board.
