Lenawee Cradle to Career Leadership Team Meeting October 20, 2015

Meeting Agenda: • Review action plans for 2015-2016 from Kindergarten Readiness Students Success Network, Early Reading Network, and Post-Secondary Network - Christie Cadmus, Ann Hinsdale-Knisel, Peggy Molter • The Community Report card text will be submitted to the graphic designers by the end of October and we’ll ask the Exec. Committee to review the first DRAFT in November at their meeting. • Review recommendations that were forwarded from C2C Executive Committee to C2C Leadership Team for approval. If approved, the recommendations will be forwarded next to the Superintendents. o Recommendation 1 Communicate that the county used a common measurement to collect kindergarten readiness data to inform collective action Communicate the characteristics that describe a “kindergarten ready” student generated from the data on June 26th Add narrative points from the June 26th meeting to describe other important factors that impact a child being ready for kindergarten o Recommendation 2 Communicate through narratives around kindergarten readiness and the new state assessments used for 3rd Grade Reading, 8th Grade Math, and 7th Grade Science for the 2015 Community Report Card Communicate using data points for high school graduation, post-secondary enrollment and completion, with disaggregated data points non-white ethnicity, special education, and economic disadvantaged subpopulations Communicate narratives around the Tuition Incentive Program (TIP) and new local attendance policies as contributing factors toward our community outcomes

o Recommendation 3 All Lenawee schools administer the 2015-2016 MiPHY assessment (see attached) as a shared measurement to analyze as a contributing factor toward our community outcome of high graduation with success. • Ann is to review the Unified Talent Group list of Members and identify a Business person to take Garry Clift’s position on the Leadership team. Garry resigned last month due to his multiple responsibilities with the City of Adrian. STUDENT SUCCESS NETWORK Post Secondary Enrollment - LCAN – College Visit Program – Hosted by Lenawee Youth Council for ages 12-21 Average number of students 2013 = 126 Average number of students 2014 = 112 Average number of students 2015 = 145 The pre-test before the visit and the post-test following the visit that were administered were very successful. • Students visited small, medium and large schools to give them a wider range of exposure. • • • •

STUDENT SUCCESS NETWORK Post Secondary Enrollment - LCAN – Early Awareness Grades 7-10 Strategies?

• New initiative • When students start to apply their junior year of high school a ½ to 1/3 of their transcript has already been completed. • College planning needs to start their freshman year. • A new website is being developed. Currently waiting for the grant, which is in the final stages of wrapping up. • Local districts provided a match for the grant. • The website completion expected by College Application Week so it can be used as a resource. • Community Mentoring Program---

» One goal is to have a mentoring program in place by 2016. It will start with Jackson College in January 2016. Community members will be matched with students to help guide them as they work to achieve their post-secondary goals.

Core Indicators •Specific mileposts used to track progress on moving the community level outcomes •Have an agreed upon to be the main metric that directly measures an outcome.

• Percentage of students identified as “ready” for Kindergarten • Percentage of student proficient on the third grade reading state assessment • Percentage of students proficient on the 8th grade math state assessment • Percentage of students proficient on the 7th grade science state assessment • Percentage of students who graduate from high within four years of entering 9th grade • Percentage of students with post-secondary enrollment within 12 months of high school graduation • Percentage of students who complete post-secondary with a valued credential after six years

Are young people in our county ready to enter Kindergarten? Current State • Local schools agreed upon thirteen common targets to measure in the spring 2015 • Data collected on 869 students entering kindergarten in the fall of 2015 was analyzed in June. • This fall, the first report will be shared with descriptions about readiness.

What percentage of county students are proficient in reading by third grade? Current Statewide Assessment Data • In the Fall 2013, 69% of our third grade students were proficient in reading on the State MEAP test. • That test measured word study, narrative text, informational text, and comprehension • In the Spring of 2015, a new assessment, M-STEP, measured reading constructs, using different methods • We do not have the results of that Spring test yet.

Current Local Assessment Data • In April 2015, local data sets were analyzed by the LC2C Data Committee and the Reading by Third Grade Student Success Network

• Different tests used by schools to measure reading • Measurements taken at different times of the year • Lower scores as grade level increases from first grade through third grade

• The Data Committee recommended that data would be reasonably similar if there were agreement on what reading should be measured

What percentage of middle school students are proficient in math and science? Current State • In the Fall of 2013, these were the percentages of students proficient on the state assessments in middle school: • 8th Grade Math – 36.9% • 8th Grade Science – 22.6%

• In the Spring of 2015, a new assessment, M-STEP, measured math and science constructs, using different methods • The middle science test moved to Grade 7. • We do not have the results of that Spring test yet.

Are county students graduating from high school ready to succeed? Current Statewide Data • The graduation rate for the Class of 2014 in their 4-year cohort is 84.4% • The Class of 2014 student achievement data on the Michigan Merit Exam is: • • • • •

Math – 30% proficient Reading - 57% proficient Science – 27% proficient Social Studies - 42% proficient Writing – 52% proficient

• The Class of 2014 student achievement data on the ACT College Readiness Benchmarks is: • • • • •

What do we currently know about county graduates attaining post-secondary degree/credentials or employment? Current State • The Class of 2014 had 69% of its graduates attend a post-secondary institution within 12 months of graduation. • The Class of 2013 had 82% of its graduates return to post-secondary studies after their freshman year. • The Class of 2009 had 31.6% of its graduates complete a post-secondary degree after six years of high school graduation
