Manager, Contract Administration - District Office Responsibilities:
Manage the entire contract process ensuring contracts adhere to the College’s standards and practices as well as all applicable laws.
Prepare and revise contracts that involve the purchase or sale of goods and services.
Create and maintain the college’s contract management system.
Analyze and mitigate risk associated with contract verbiage and requirements.
Assist in developing and maintaining a set of standard contracts for the college.
Interpret contract language and analyze contract baseline costs.
Monitor and communicate contract performance for supplier and user compliance, and provide advice in pre-award contract reviews and post-award development.
Serve as liaison between the Contracts and Purchasing Services department and other departments to initiate renewal actions on current contracts, MOUs, interlocal agreements and/or licensing agreements.
Conduct analysis of new laws, regulations and contract trends to determine potential impact on the business.
Drive implementation, maintenance and operation of a contract tracking and management system.
Prepare contract reports for management.
Provide alternatives to existing contract details and provisions.
Develop standard contracts for the college using appropriate contractual verbiage.
Requirements
Bachelor’s degree in business or a related field. Minimum five (5) years’ experience in procurement. Experience reviewing or administering contracts for goods, services, equipment and preferably construction contracts. Obtain one of the following certifications (as a condition of their continued employment) within eighteen (18) months after employment. Certified Professional Public Buyer (CPPB) Certified Professional Public Officer (CPPO) Certified Professional in Supply Management (CPSM) Certified Texas Contract Manager (CTCM)
Preferred
Experience in an education or governmental entity environment.
Experience reviewing or administering contracts for construction contracts.
Currently, holds one or more of the following certifications:
Certified Professional Public Buyer (CPPB) Certified Professional Public Officer (CPPO) Certified Professional in Supply Management (CPSM) Certified Texas Contract Manager (CTCM)
