As the NCAA basketball tournaments approach, it is important to note that, under NCAA rules, athletics department staff members and student-athletes are prohibited from gambling on any sport in which the NCAA conducts a championship or is a developing sport. This includes PROFESSIONAL SPORTS (e.g. Superbowl, NBA Playoffs, etc.).

Specifically, NCAA Bylaw 10.3 PROHIBITS: Providing information to individuals involved in organized gambling activities concerning intercollegiate athletics competition Soliciting a bet on any intercollegiate team Accepting a bet on any team representing the institution Soliciting or accepting a bet on any intercollegiate competition for any item that has tangible value Participating in any gambling activity that involves intercollegiate athletics or professional athletics, through a bookmaker, a parlay card or any other method employed by organized gambling What does this mean? NO wagers for any item on ANY professional or college sports event, even those that do not involve ISU athletics NO internet gambling on sports events NO sports "pools" NO fantasy leagues that award a prize and/or require a fee to participate NO exchanging information regarding ISU athletics with anyone who gambles, including information about discipline problems, injuries, etc. Are there any consequences for violating this bylaw?

YES! Any participation by a student-athlete in a gambling activity mentioned in the above bylaw will result in a loss of eligibility for a minimum of one year. A second violation will render the student-athlete permanently ineligible in all sports. Additionally, any studentathlete who engages in any activity designed to influence the outcome of an intercollegiate contest will permanently lose all remaining eligibility in all sports. EXAMPLE: A friend invites you to fill out an NCAA Tournament bracket through Yahoo. You don't have to pay anything to enter. The winner of the pool gets a T-shirt. Is this permissible? NO. The T-shirt is a sufficient reward to make this a violation.

YOUR ONE STOP SHOP FOR ANSWERS! Q: May the University provide Vitamin Water to athletes after practice (electrolytes)? A: Yes and no. Vitamin Water drinks, depending on the flavor, have different ingredients. Many serve primarily as electrolyte replacement drinks. However, some have high levels of NCAA Banned Substances, such as guarana and caffeine (e.g., "Energy" Vitamin Water). These beverages, when consumed, have caused student-athletes to test positive for performance enhancing substances in NCAA drug tests. Please read the ingredients prior to providing Vitamin Water boosting component. or

NCAA ELECTRONIC TRANSMISSION 13.4.1.2.2 Exception -- Electronic Transmissions After Receipt of Room or Tuition Deposit. On or after May 1 of a prospective student athlete's senior year in high school, there shall be no limit on the forms of electronically transmitted correspondence that may be sent by an institution to the PSA, provided the institution has received the PSA's room or tuitiion deposit in response to the institutions offer of admission.

What are the effects of this Bylaw?

Once the institution has received a PSA's room or tuition deposit in response to the institution's offer of admission, on or after May 1 of the PSA's senior year in high school, coaching staff members may communicate with the PSA via any form of electronically transmitted correspondence including e-mail, text messaging, facsimile, etc.

Q: May Indiana State University purchase parking passes for its student-athletes who are on scholarship?

NEW LEGISLATION EFFECTIVE AUGUST 1, 2009 INSTITUTIONAL POSTCARDS

A: No. Having a vehicle on campus is not considered to be a necessity by the NCAA; therefore schools may not purchase parking passes for their student-athletes.

Q: May a fan have a Sycamore student-athlete sign an

item and then sell that item through an on-line auction site such as eBay?

A: No. The NCAA does not permit the sale of a studentathlete's autograph except in very limited circumstances and never for commercial purposes. If a fan does try to sell a student-athlete's autograph, the University is required to take steps to stop the sale or the studentathlete could be declared ineligible

It is permissible to send a prospect, his/her parents, his/her coach or any other individual responsible for teaching or directing an activity in which a prospect is involved an institutional post card. The postcard may not exceed 4 ¼ X 6 inches. One side may contain the institution's name and logo or an athletics logo and the other side may include handwritten information. A postcard mailed in an envelope would be considered to be an institutional note card and would be subject to the restrictions for institutional note card and the envelopes in which they are mailed. Enveloped used to send an institutional note card or postcard may only contain the institution's name and logo or an athletics logo, postage, return address and addressee information on the outside must be blank on the inside and may not exceed 8 ½ X 11 inches.
