NCPP Certification Program for Pavement Preservation Presented by: Judith Corley-Lay

NCPP Pavement Preservation Certification Program 

The Center operates under the AASHTO TSP2 committee.



TSP2 approved the certification program for pavement preservation in 2016.

Why bother with certification? 

Success of a project does not only depend on good project selection, design, and materials. It also depends on construction quality and inspection knowledge.



As agencies outsource, and as they increase preservation, inspectors are assigned to preservation treatments which are far different from new construction or major rehabilitation.

Agency budgets are tight and the list of needs is long. 

Agencies must include lower cost treatments earlier in the pavement life in order to maintain their system of roads economically.



MAP-21 included a 10 year financial plan and a method to reach targets for pavement and bridge condition. Preservation is a key strategy to achieving goals.

A few comments about the ISSA training 

I took this training and it took me 3.5 hrs.



Many people jump to the end of chapter tests and assume if they pass the test they will “know enough.” Some spent as little as 10 to 20 minutes.



That is not sufficient and is not training.

Indiana’s Road to Certification Success 

Brought 36 people in to central office and went through ISSA training as a group. Discussion, questions.



On day of certification test, had a ½ day review by NCPP.



Took examination after lunch.



33 of 36 passed the exam.

Agency Certification •

Benefits to Agency ‒

Will ensure that future investments in the preservation treatment will be properly designed, constructed, and that the treatment will perform as intended.



Certified personnel will serve as the agency technical experts for the treatment.

Agency Certification- Who to get certified? ‒

One senior level inspector & designer from each district, region, or division.



One engineering preservation specialist from headquarters / central office.



Outside consultants if providing inspection services to agency.

Contractor Certification •

Contractor Company is Certified as an Entity



The Company is responsible for ensuring: ‒

a properly trained workforce, including specific certified employees, and



a detailed Quality Control Plan (QCP).

Contractor Company is Certified for 1-year Annual renewal is required to remain certified



Company Employees are Certified for 3-years ‒

Required employees include: 1)

Company superintendent(s)

Indiana self performs work, so they took the contractor exams for chip and slurry.

Certification: Conclusions 

There are benefits for both contractors and agencies associated with certification for pavement preservation techniques.



There is web based training available, free of charge.



We recommend the Indiana model leading to certification success:  Complete

ISSA training as a group, with time for questions and discussion.

 Hold

a ½ day review on the morning of the exam.

 Take

the exam in the afternoon.

A little bit about NCPP moving forward… 

Our goal is to increase pavement preservation to improve condition of the nations infrastructure. Low cost and applied when roads are in fair+ to good condition.



We achieve that goal in part through the success of the partnerships.

I became Director on April 3, 2017 

I am trying to attend every partnership meeting including bridge preservation, pavement preservation and equipment management.
