What is a District of Innovation?
The District of Innovation concept was passed into law by the 84th Legislative Session in House Bill 1842, which created Texas Education Code chapter 12A.
The law allows traditional independent school districts to access most of the flexibilities available to Texas’ open enrollment charter schools. To access these flexibilities, a school district must adopt an innovation plan as set forth in Texas Education Code chapter 12A and Texas Education Agency (TEA) rules.
District of Innovation for Alpine ISD HB
1842 provides Alpine ISD with the opportunity to design a comprehensive education plan according to the needs and resources of our district while maximizing local control.
Eligibility for Designation as a District of Innovation
To be eligible for designation as a District of Innovation, a school district’s most recent academic performance rating must be at least acceptable.
Alpine ISD received a rating of “Met Standard” on the Texas Education Agency 2016 Accountability System.
Benefits of Pursing a District of Innovation Designation
Innovation plan will be about local control Allowable innovations in the following areas: Curriculum Instruction Governance Parent or Community Involvement School Calendar Budgeting Other
District of Innovation Plan
The District of Innovation Plan is a legally binding document.
The District of Innovation Plan must provide a comprehensive educational program for the district.
The District of Innovation plan must identify the requirements imposed by the Texas Education Code that inhibit the goals of the plan and from which the district should be exempted upon completing the process to adopt a final plan. Tex. Educ. Code §12A.003.
Under state law and Texas Education Rules, the term of an innovation plan cannot be any longer than five calendar years.
Upon final approval of the District of Innovation plan, policy changes should be updated with TASB.
District of Innovation Plan The Texas Education Agency does not approve District of Innovation Plans. District of Innovation Plans should have no impact on school funding. District of Innovation Plans should have no impact on school personnel. The District of Innovation plan may be amended, rescinded, or renewed by the District of Innovation Committee by majority vote and the board of trustees by 2/3 vote.
