A. General Goal Objectives Resident Goals and Objectives reflect four main program areas and include education, counseling, spiritual development, and independent living skills development. Within each program area are measurements that will be used to chart program progress and will be a determinant in promotion through phases. Resident Goals and Objectives are reported daily using Staff Log Notes, resident self-logs, pass reports and other communications, and will be summarized quarterly. 1. Education: Resident will a) complete each academic pace at 80% accuracy according to ACE PACE testing; and b) follow rules, demonstrate a high level of integrity, and be cooperative in classroom as determined by Teacher. 2. Counseling: Resident will a) demonstrate a willingness to cooperate and work on counseling issues, either predetermined or discovered, with a goal for change or correction, as determined by resident and/or Counselor and Staff; b) complete all counseling assignments on time for the benefit of counseling progress; c) demonstrate the ability to make good decisions and wise choices per HH rules while on visits and passes, with greater levels of trust and integrity expected by Counselor and Parents as phase advancement occurs; and d) objectively complete self-logs and self-evaluations, or other evaluations as directed by Counselor. 3. Spiritual Development: Resident will a) demonstrate progress and willingness to cooperate, participate, or lead in spiritual growth initiatives including: devotions or prayer, church or chapel, group or personal bible study or assignment, as determined by Staff; b) demonstrate progress and willingness to cooperate in goals specific to phase level or individual program as stated in the Resident Handbook, as determined by Staff, including but not limited to scripture memorization, Plan of Salvation, and development of personal time with the Lord. 4. Independent Living Skills: Resident will develop and demonstrate sufficient progress in the following independent living skills areas, as determined by Staff: a)Phase Requirements: Resident will demonstrate cooperation specific to current phase level in accordance with Resident Handbook. b)Respect of Authority: Resident will demonstrate ability to follow rules and respect authority, including authority of staff on duty, and observed or reported ability/attitude toward others in authority including other staff, volunteers, parents, with greater levels of trust, integrity, and leadership expected in phase advancement. c)Behavior Changes: Resident will demonstrate positive behavior changes, including personal motivation, practical application of skills learned in program, walking in freedom, consistency in behavior or coping ability in a variety of situations and circumstances. d)Social Skills: Resident will demonstrate ability and willingness to behave in a way that minimizes conflict with peers, staff, and all others resident interacts with; specifically use of self-control, acceptance, patience, conflict resolution, manners and common courtesy, and respect for others. e)Life Skills: Resident will demonstrate ability in life skills situations, including assigned or assumed chores, meal prep, assignments, time management, and homework, with increased initiative expected as phase advancement occurs. f)Personal Care: Resident will demonstrate ability to care for herself in areas of personal hygiene, morning and evening routine, appropriate dress, fitness, nutrition, etc.; and ability to care for assigned or assumed personal space or belongings including bedroom, desk, packing, picking up after self, etc., with greater levels of initiative and trust expected as phase advancement occurs.

B. Criteria for Measuring Goals and Objectives 1. School goals will be measured by Participation and cooperation in the ACE PACE Program under direction of on-site teacher and tutors as needed, as resident completes the coursework for her determined academic grade year with an 80% average or better, through by daily work and test scores. 2. Counseling goals will be measured by participation and cooperation in counseling requirements and activities including but not limited to 1:1 individual counseling, group sessions, and family counseling; and by less reported or observed occurrences of, or growth toward better quality of life in, goals to be explored specific to resident’s program and situation, observed by counselor, staff, parents, and self-report. 3. Life Skills and Spiritual Growth goals will be measured using the scoring system below; Program Coordinator will issue weekly average score for resident compiled from reports from staff, discussed at weekly Resident Review Meetings among staff along with reports from all departments. A. Scoring: 3-participating at desired level to achieve growth, continue in this manner 2-needs to work harder to achieve growth, step it up 1-rarely or not participating or achieving growth, or possible regression 0-complete regression and complete refusal to participate B. Relation to Phase Movement: 3.00 to 2.85 scores consistently in this area generally warrant promotion 2.84 to 2.50 scores consistently in this area show willingness to change/growth 2.49 to 2.01 scores in this area are cause for warning 2.00 to 1.90 scores in this area are cause for discipline 1.89 and under scores in this area are cause for program evaluation 4. Hope Harbor will admit residents on a 30-day trial period at initial placement, after which time resident, parents, and review team will meet to determine whether to continue placement, and if so, to present and discuss resident’s individual program plan. Quarterly Review with review team will occur every 90 days after initial 30 Day Review, until resident/family transition home and/or into non-residential counseling. Counselor or Program Coordinator may opt to further discuss the findings of these reviews with resident directly. C. Review Notes or Addendum
