EL DORADO COUNTY OFFICE OF EDUCATION CLASS SPECIFICATION CLASS TITLE: Administrative Program Specialist – SELPA Job Purpose Statement: Under general direction of the SELPA Director interacts with district and Charter SELPA administrators, teachers, students, and care providers to support and facilitate the maintenance and development of quality services to children and adolescents. Essential Job Functions:
Assist SELPA Director in the implementation of the Local Plans for both the El Dorado County Office of Education and the El Dorado County Office of Education Charter SELPA.
Assist staff (e.g. resource specialist, designated instruction and service Instructors, special class teachers, psychologists) in the planning and implementation of individual education programs for children with disabilities.
Coordinate curricular resources and make them available and effective for personnel who are in need of the resources.
Assess program effectiveness in conjunction with the SELPA Steering Committee to promote the program for individuals with exceptional needs.
Participate in staff development, research, program development, including meetings/processes that provide innovative or special methods and approaches.
Provide coordination, consultation, and program development in areas to which the program specialist is assigned.
Assure that pupils have full educational opportunity, regardless of the district of residence in the Special Education Local Plan Area.
Serve on assessment teams and individualized education program teams as provided for in the Local Plan.
Assist local education agencies with non-public, non-sectarian and state school placements when requested.
Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
Administrative Program Specialist – SELPA
Provide training in Crises Prevention Intervention (CPI), including restraint.
Coordinate training and provide technical assistance for the computerized I.E.P. system.
Coordinate Community Advisory Committee (CAC) meetings and events.
Coordinate Alternative Dispute Resolution (ADR) grant implementation.
Job Requirements - Qualifications:
Education: Master’s degree with emphasis on specialized training in Special Education Curriculum and Instruction preferred. Valid California Special Education credential in one of the following areas: Severely Handicapped, Learning Handicapped, Communication, and/or Low Incidence. Valid California Administrative Service Credential is required.
Experience: Five years of successful Special Education experience.
Skills, Knowledge and/or Abilities Required:
Knowledge of special education laws and regulations; general education curriculum; alternative dispute methods and techniques; disabilities and appropriate curriculum; behavior management systems.
Skill and Ability to plan, implement, assess and evaluate programs; communicate effectively in both oral and written form; effectively transmit knowledge and skill to others; plan, develop, and conduct meetings and training programs; develop measurable goals and objectives, set priorities, monitor expenditures; maintain positive working relationships with administrators, teachers, parents and others; make presentations to various audiences; deal with challenges inherent in working with multiple school districts and county office of education. Significant physical abilities include reaching/handling/fingering, talking/hearing conversations and other sounds, visual acuity/depth perception/visual accommodation.
Licenses, Certifications, Bonding, and/or Testing: Possession of a valid California driver’s license; TB test clearance; Criminal Justice Fingerprint clearance; valid California teaching credential. Possession of a California Administrative Services Credential is required.
