KEY ACCOUNTABILITIES
Required to be a subject matter expert on procurement and contract administration activities dealing with complex, high value contracts for the centralized capital Project Procurement Section; this position will be dealing primarily with contracts related to Information Technology, Professional Services, Construction, specialized engineered equipment and revenue transit vehicles (e.g. subway trains, light rail vehicles and buses) Required to lead the deployment of negotiated Request for Proposals (RFP) for selected major procurements Responsible for determining and understanding customer requirements and establishing the best approach to lead the coordination, preparation and management of procurement document packages by reviewing Terms of Reference, Scope of Services or Specifications in order to, identify and recommend most appropriate method of purchase Co-ordinates the bidding process to solicit competitive bids/proposals including preparation of public advertisements, determines the necessity for and co-ordinates and prepares the issuance of addenda Researches and gathers information provided by vendor community on possible solutions, best practices and market trends and communicate the information to all parties involved Develops evaluation criteria, weighting and submission requirements for use in evaluating and comparing submissions Co-ordinates and chairs all meetings with vendors and client groups including, kick-off meetings, debriefing meetings and pre-bid meetings or site tours for bidders/proponents and prepares and issues minutes of meetings Negotiates or chairs negotiations to establish acceptable pricing terms and conditions for contracts, contract changes and claims with contractors and other service providers, as well as co-ordinates support from other key stakeholders Interprets contracts and ensures compliance with contract terms and conditions and the scope of the work Responsible for providing training, guidance, advice and assistance to all section staff regarding complex contracts utilizing the negotiated RFP procurement model and working with Management to ensure the section’s procedures and processes are current and recommending changes to improve work methods Developing, implementing and delivering training to new section employees and providing ongoing training to current section staff regarding all elements of the procurement process for complex contracts Providing support, direction and guidance to section staff and assisting with resolving complex matters as they arise Participation in the TTC customer service Ambassador Program Responsible for treating passengers and employees with respect and dignity and ensuring the needs of those with disabilities are accommodated and/or addressed in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and employer
SKILLS, KNOWLEDGE & EXPERIENCE
Thorough knowledge of procurement, contracting principles, negotiated RFP process and practical experience of procurement processes, methods, and practices, including contract administration as well as accounting and scheduling principles Sound judgement; detail oriented; effective problem solving, organizational, interpersonal, oral and written communication skills Ability to co-ordinate the efforts of others to accomplish objectives Well-developed analytical skills, with the ability to multi-task and prioritize tasks in an effective manner Good negotiation skills and the ability to develop strategies, plan schedules and chair complex negotiations regarding commercial, legal and technical issues Proficient in the use of a personal computer and related software applications relevant to the work Good understanding of technical matters related to engineered products/equipment, construction services and engineering/construction issues including sources for material supplies and services Fundamental understanding of Construction Law principles Knowledge of construction practices, codes, regulations and union agreements Ability to read and understand construction contract documents and specifications Comprehensive knowledge of current construction principles and construction management practices, and claims management
techniques Ability to perform quantity take-offs from construction drawings and/or produce estimates for various construction trade disciplines for contract change settlements Knowledge of Trade agreements applicable to purchasing for the public sector Highly motivated professional with a passion for customer service to perform a wide range of complex procurement activities Ability to operate strategically, manage complex problems, employ interactive and effective communication, foster collaborative relationships, and coach and develop talent Must have or must acquire a sound knowledge of TTC and departmental policies, procedures, practices applicable to the work performed Successful completion of the TTC’s Subway Rulebook Training, if required, including annual updates A University Degree or College Diploma in a related discipline, or a combination of education, training, and experience deemed to be equivalent Must be an active licensed member of the Professional Engineers of Ontario and/or hold an SCMP designation from The Supply Chain Management Association (SCMA) Accreditation as a Certified Construction Contract Administrator, Certified Professional Purchaser (C.P.P.), Professional Quantity Surveyor (PQS), Construction Estimator Certified (CEC) or as a Certified Public Purchasing Officer (C.P.P.O.) considered an asset Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
