Background •  What is a FIP? –  Alliance of stakeholders –  Working together to fix a fishery

•  Why are they important? –  Benefits of ‘fix versus avoid’ approach

•  No two FIPs are alike –  Vary in size and structure –  Different issues and tool to address them –  End goals vary

How FIPs Work Formation of a FIP •  Through the enthusiasm/interest of stakeholders, such as catchers, processors, suppliers, retailers, regulators, scientists •  Participants formally agree to join FIP •  Administrative arrangements for a FIP are highly flexible and reflect local conditions

How FIPs Work Consolidate Data •  Process whereby all of the current fishery data is located and brought together •  Two key outcomes: –  Early indications of potential challenges to the fishery –  Identification of missing data required to create an effective management plan in the future

How FIPs Work Fishery Assessment •  Aimed at identifying the challenges that face a particular fishery •  Characterizes state of the fishery and identifies specific issues that need to be addressed (assuming adequate data are available) •  Examples: –  MSC pre-assessment •  Ideally formal, by MSC-approved CBs •  Independent, has wide credibility

–  SFP’s FishSource analysis, plus other field research

How FIPs Work Agreement of a Work Plan •  Describes the activities to make needed improvements •  Improvements might include: –  Generation of data on stocks and landings –  Better administrative arrangements for managing the fishery –  Stock rebuilding plans –  Use of modified gear types –  Creation and enforcement of catch limits –  Improved compliance with technical regulations –  Marine protected areas, no-take zones

•  Sets clear priorities for tasks and assigns responsibilities to those who will carry them out Document control number

How FIPs Work Creation of a Monitoring Procedure •  Parallel to creating a work plan •  Ensures that activity can be effectively measured and reported –  System will rely on the use of indicators and progress reported against those indicators

•  Critical for the function of the FIP and to report to external parties

How FIPs Work Implementation •  FIP functions as agreed by members –  Meetings –  Regular communications

•  Carry out the work plan and review progress •  Conduct an annual assessment of progress to date –  Or more frequently if required by buyers, funders, or other interested parties

SFP’s Evolving Role •  Early days: –  SFP heavily invested in developing a portfolio of FIPs across sectors/ regions, in which we were heavily involved –  This approach proved the FIP concept, captured lessons and lead to continuous refinement and development of FIP models –  Built and tested tools •  To help organize and run FIPs •  To help drive specific improvements (i.e., control documents, building consensus with industry associations liaising with regulators)

•  Now focusing on: –  Transitioning leadership to industry in our current FIP portfolio –  Catalyzing important, especially challenging FIPs –  Advising / supporting all the FIPs identified in Metrics/FishSource
