Item 7.2 “Placerville, a Unique Historical Past Forging into a Golden Future” HISTORICAL ADVISORY COMMITTEE MAY 15, 2014 AGENDA MEMORANDUM NO. 2014-03 PROJECT TITLE: 2875 Pleasant Street – Morgan and Sandoval Residence – Site Plan Review (SPR) 2014-02 PREPARED BY: Andrew Painter, City Planner Project Description: A request by Lisa Morgan and John Sandoval, property owners of 2875 Pleasant Street, to replace five (5) existing double-hung wood window sashes of with JELD-WEN double-hung wooden sashes on a home located within the Bedford Avenue – Clay Street Historic Residential District. Two of the five affected windows, a set, are located along the home’s Bedford Avenue elevation. Along the home’s Pleasant Street elevation, a second set of windows and a third single window would be affected with the request. Applicant’s project narrative and completed application forms are provided as Exhibit A. Request: The Committee is requested to make a recommendation to the Planning Commission regarding the proposed replacement of window sashes for conformance with the Secretary of Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. Site Characteristics: The site contains a single-story two-bed and two-bath singlefamily home of approximately 1,300 square feet (Figure 3), with detached shed/outbuilding. Most of the home, except for a gabled addition at the southwest corner, is covered by a hip roof and a non-railed widow’s walk, or widow’s watch. Two exterior doors along the Bedford Avenue home elevation provide access to the home. A recessed covered entry and stairs provide access to the front door. The second door has a small landing/porch, with stairs leading to the parking area and yard. El Dorado County Assessor’s Records indicate the home was constructed in 1906. The home and site have a Pleasant Street address. A driveway encroachment to Bedford Avenue provides for vehicle access and parking. Curb, gutter and sidewalk have been installed along the site’s Bedford Avenue Street frontage. The site is located within the Bedford Avenue – Clay Street Historic Residential District (Figure 4). The residence however is not on the City’s Historic Resource Inventory, nor AGENDA May 15, 2014

Committee Review Authority and Scope: The Committee’s authority per City Council Resolution 7896 and Sections 10-4-9 (Site Plan Review) and 10-4-10 of the Zoning Ordinance is to advise and make recommendations to the Planning Commission regarding the Site Plan Review request. Alterations to existing buildings that are visible from the street require Site Plan Review approval from the Planning Commission prior to a building permit issued for construction. The Historical Advisory Committee and Planning Commission shall review request for conformance with the Historical Criteria of Section 10-4-10 (C), the Secretary of Interior Standards for Rehabilitation & Guidelines for Rehabilitating Historic Buildings, and the relevant design criteria within Section 10-4-9(G) of the Site Plan Review ordinance.
