STAFF RECOMMENDATION: Staff recommends disapproval of the request. This parcel is not contiguous to an existing B-6 Zoning District. SC CODE 5-3-305: Contiguous property defined. For purposes of this chapter, "contiguous" means property which is adjacent to a municipality and shares a continuous border. Contiguity is not established by a road, waterway, right-of-way, easement, railroad track, marshland, or utility line which connects one property to another; however, if the connecting road, waterway, easement, railroad track, marshland, or utility line intervenes between two properties, which but for the intervening connector would be adjacent and share a continuous border, the intervening connector does not destroy contiguity.

INTENTIONS: Mr. Green proposes to shape purchased 4"x8" dimensioned beams. The shaping includes tongue and groove along with lap notch. Mr. Green has created two unique shaping machines for this process. Mr. Green intends to build a couple of model log cabins. A customer then may select a home of which Mr. Green will produce the structural kit that the customer can field assemble. The building division has previously notified Mr. Green of the building's size which is too large for his intended use and hazards affiliated with combustible dust and fibers. Both buildings are currently too large for the current process without combustible dust considerations. Mr. Green has indicated that he has a plan to resolve the matter of combustible dust and the reduction of the building's size if the location's zoning is approved. STAFF ANALYSIS: 1. Existing Land Use and Zoning: The subject property is currently zoned General Commercial District (B-3). 2. Proposed Land Use and Zoning: The proposal is to rezone the property to Industrial District (B-6). 3. Surrounding Land Use and Zoning: North: Vacant/B-3/Florence County South: Vacant and Residential/R-4/Florence County West: Residential/R-3A/Florence County East: Commercial/B-3/ Commercial/Unzoned/ Florence County 4. Transportation Access and Circulation: Present access to the property is by way of West Darlington Street.

5. Traffic Review: The rezoning of this property may have a significant effect on traffic flow for the area. 6. Chapter 30-Zoning Ordinance The intent of the Industrial District (B-6): The intent of this district is to accommodate certain industrial uses which based on their operational characteristics are potentially incompatible with residential, social, medical, and commercial environs. As a result, the establishment of such districts shall be restricted to areas geographically removed or buffered from such environs. Some uses allowed in this zoning district include mining, manufacturing of chemical and petroleum products, also recyclable material wholesalers as a conditional use.
