Moved by Campbell, seconded by Morrow that the SRA close nominations for Standing Committee Commissioners as follows: Bylaws and Procedures External Affairs Finance Operations Services University Affairs Nominations Omran withdrew her nomination from Services. Vote on Motion Passes Unanimously Parameters for the Election Moved by Jeyasingham, seconded by Rheaume to set parameters for the Standing Committee Commissioner elections as five (5) minutes for opening statements, five (5) minutes for questions per candidate (pooled), and one (1) minute for closing statements. Amendment Moved by Milani, seconded by Narro Perez to amend the parameters to read: “ten (10) minutes for opening statements, five (5) minutes for questions per candidate (pooled), and one (1) minute for closing statements.” Discussion on Amendment Sparrow felt that since most parameters in the past have been five minutes, most have made their opening statements with that in mind. He stated that allowing 10 minutes would be weird. Collins pointed out that they shouldn’t see it as a limitation if nominees don’t reach the 10 minutes, but if there are others who would like this time, it should be given to them. Milani felt that this would give the nominees breathing room in case there is a chance of going over that fiveminute mark. SRA 13B Page 6 April 14, 2013
Gillis felt that they should go through the MSU member elections before they go to recess. Pullen stated that 20 minutes would be fine. Sparrow stated that it will take at least 30 minutes to grab and eat a meal. They will be sitting in this meeting for a long time, and elections take time and energy to think about. Jeyasingham explained that he would like to be able to pay attention to the elections, and that would require taking a break.

Vote on Motion Passes Unanimously Parameters for Elections for MSU seats on Committees Moved by Jeyasingham, seconded by Sparrow to set parameters for MSU seats on Committees elections be two (2) minutes for opening statements, five (5) minutes for questions per candidate (pooled); with a time limit of one (1) minute per answer, and no closing statements. Amendment Moved by Sparrow, seconded by Rheaume to amend the parameters of the election to allow SRA members to speak on MSU members’ behalf, if the MSU member isn’t at the meeting and doesn’t have a provided statement.
Sparrow felt that this would allow a fair election as some MSU members aren’t here to represent themselves. The Speaker stated that in previous elections there were statements from the MSU member themselves, that were read out by the Chair.
Discussion on Amendment Abbas asked what the proper process was for statements at elections, when the nominee isn’t present. The Speaker explained that if the Assembly wanted SRA members to read out statements instead, then they would have to vote on it. Past precedent indicates that the Chair will read out statements provided. Saeed stated that while he could see where Sparrow was coming from, the appropriate method would have been to email the Speaker. While SRA members are nominating the MSU members, he doesn’t believe that SRA members should speak on their behalf. He advised to let the Speaker read out statements as they are a neutral body. Gillis supported the motion, but raised concerns about the possibility of SRA members making statements misrepresenting MSU members. Sparrow explained that a MSU member texted him a statement, and would like for him to read it out for him, that is why he brought forward this motion. Stewart stated that as an Assembly they should make sure that everyone has an equal opportunity, and that it shouldn’t be on a basis of who knows whom. She stated that members can email the Speaker to read out statements during the elections. Sparrow withdrew his motion with the unanimous consent of the assembly. Guarna stated that while they have been here for awhile, do they want to come back next week and do this all over? It’s in the middle of exams. Abbas asked if there would be a meeting on April 28 as well. D’Angela suggested powering through regular business, and then come back to do SRA elections at another meeting. He added that it would be strange to do elections with a chunk of the Assembly missing. Jeyasingham asked if they want to put off elections, why not business as well. There will already be another meeting, may as well finish it then. Rheaume stated that they may be more productive at another meeting.
