The UN Regional Centre for Peace, Disarmament and Development in Latin America and the Caribbean (UNLIREC) forms part of the United Nations Office for Disarmament Affairs (UNODA). UNLIREC was created by the General Assembly in 1986 and is headquartered in Lima, Peru. UNLIREC, as the sole UN regional entity mandated to address disarmament and non-proliferation issues in Latin America and the Caribbean, assists Member States in the implementation of their obligations found in international disarmament instruments by strengthening their capacity and providing technical and substantive guidance and assistance to achieve sustainable peace and security.

Mandate UNLIREC provides disarmament and nonproliferation expertise to countries in the region through capacity-building, outreach and advocacy, and technical assistance. UNLIREC operates in close partnership with regional and subregional organizations, as well as civil society organizations and other United Nations entities.

[email protected] • Support in the destruction of over 60,000 small arms and light weapons and more than 63 metric tons of ammunition • Support the safety and security of at least 120 stockpile facilities • Development of up to 30 national standard operating procedures for the destruction and stockpile management of small arms and light weapons and their ammunition • Training on ATT implementation for national control authorities • Over 3,700 law enforcement officers, including more than 600 female officers, trained on combating illicit small arms trafficking using international standards such as ISACS and IATG • Over 120 disarmament conferences and high-level meetings organized
PUBLIC SECURITY • Law enforcement training to combat illicit small arms trafficking • Training and assistance in the destruction and stockpile management of small arms and light weapons and their ammunition • Specialized courses on crime scene management, forensic ballistics and armoury management • Integration of small arms control measures into public security and armed violence reduction frameworks • Technical support to national small arms control commissions
NON-PROLIFERATION AND ARMS CONTROL • Promotion and implementation of international disarmament instruments, inter alia: – UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (UN 2001 PoA) – International Tracing Instrument (ITI) – Geneva Declaration on Armed Violence and Development – Gender-related resolutions (UNSCR 1325; A/RES/65/69) • Legal and technical guidance, applied courses and specialized tools for Arms Trade Treaty implementation • Legal assistance for small arms, ammunition and explosives frameworks • Specialized training for judges and prosecutors on combating impunity in illicit small arms trafficking cases • Legal support for implementation of UNSCR 1540 (2004)
DISARMAMENT ADVOCACY • Provide assistance in the elaboration of Defence White Papers • Promotion of standardized methodologies in the comparison of military expenditures • Promotion of regional dialogues on disarmament, non-proliferation, arms control and public security matters • Disarmament and non-proliferation courses for diplomats and defence sector personnel
