Be it enacted by the Senate of the Undergraduate Student Government assembled, and by the authority of the same, as follows: WHEREAS, as a campus community, we address the importance of the environment both local and global; WHEREAS plastic bags end up in the ocean a majority of the time and are detrimental to marine life WHEREAS they take many years to break down in landfills; WHEREAS it costs more at least 100x as much money to recycle bags than to purchase them in bulk; WHEREAS UMass Boston promotes/ is committed to environmental sustainability; WHEREAS most students bring some sort of bag to campus on a daily basis that purchased products can go in; WHEREAS broken-down bags release harmful toxins that contaminate soil and water; WHEREAS UMass Boston can sell certified reusable bags in the Campus Bookstore as an alternative; WHEREAS countries all over the world have begun to ban and/or charge for plastic bags including Bangladesh, China, Rwanda, and Ireland; WHEREAS San Francisco was the first city in the U.S. to ban plastic bags on March 27, 2007; WHEREAS plastic bags are typically made with polyethylene, which consists of natural gas and petroleum; WHEREAS the banning of plastic bags, which are usually made with oil, can decrease the amount in circulation therefore decreasing U.S. dependency on foreign oil; WHEREAS UMass Boston can use paper or certified reusable bags instead; WHEREAS “the campus’s sustainability program, UMBe Green, encompasses four areas in working towards sustainability campus wide and beyond including: recycling, education, sustainability, and practice”; WHEREAS UMass Boston has joined the national effort to reduce its ecological footprint; WHEREAS UMass Boston is one of Princeton Review's 353 greenest colleges nationwide; WHEREAS UMass Boston Green Operations include: Recycling, Composting, Zero-Waste and Eco-Friendly Dining, Eco-Friendly Bookstore, Green Reprographics, Green Harbors, Energy and Water Conservation, Renewables, and Toxic Use Reduction; WHEREAS banning plastic bags on campus will positively contribute to the overall green initiative of the campus; SENATE DOCKET, NO. WHEREAS we will decrease pollution in the surrounding area; WHEREAS, by making this change, we will inspire other schools in both the greater Boston area as well as Massachusetts in general to follow suit to protect the environment in a new way; WHEREAS our children’s children will be able to see a live turtle or dolphin rather than just pictures of one; Be it resolved that this Undergraduate Student Government hereby recommends that the University of Massachusetts, Boston should rid the campus of plastic bags, particularly in the campus bookstore and other locations on campus that sell goods, in order to further enhance its green initiative and sustainability program.
