USA Cycling Collegiate Rules Summary 2010 7A1. Collegiate Cycling Mission Statement Collegiate Cycling is team-oriented bicycle racing for women and men of all abilities. It focuses on: (a) Providing new riders with a welcoming introduction to the Collegiate Cycling family; (b) Enabling elite riders to pursue an education while benefiting from development opportunities that integrate with amateur and professional teams and national development programs; (c) Creating personal growth and leadership development opportunities for scholar athletes both on and off the bike; (d) Ensuring that the sport we love is low cost and accessible to any student who wants to race a bike. 7B3. The Collegiate Cycling Board of Trustees The Board of Trustees makes the rules, but has the authority to grant exceptions to the Rules on a case-by-case basis. Collegiate Board decisions are final. The Board of Trustees considers changes to the Rules twice per year: at road and mountain bike nationals. 7D1. Collegiate Cycling is divided into eleven conferences. 7D2. Each Team must belong to the Conference in which its School is geographically located, but a Team may petition for an exception to this. 7D3. Each Conference is coordinated by a conference director. 7D4. The Rules are set as a minimum for Conferences; conference rules cannot establish lower standards. 7D5. Each Conference Director conducts a Conference meeting at least once a year to discuss the issues of the Conference and schedule the upcoming race season. 7D6. Each Conference is governed by the vote of the Teams in that Conference. On each issue brought to a vote at a Conference meeting, each Team receives one vote. 7E1. To participate in Collegiate Cycling Races a Team must: (a) Be officially recognized by its School. (b) Be a USA Cycling member club, having submitted the appropriate club application and having paid the appropriate club license fee to USA Cycling. USA Cycling waives the club fee for the first year for new Teams. 7E2. Schools that have more than one campus, each of which granting a separate degree or having a separate athletic department, must develop a separate Team for each location. 7E3. Each Team’s name must be the official name of the Team’s School.

7F1. There are two divisions in Collegiate Cycling: Division I and Division II. Any School with a Full-Time Enrollment of more than 15,000 students must compete in Division I. Any School with a Full-Time Enrollment of 15,000 or fewer students is a Division II Team. 7F2. A Team that meets the Division II criteria but wishes to compete as a Division I Team may declare its Division I status to its Conference Director and the Collegiate Cycling Manager. That Team’s Division I status will take effect on the first September 1 following its declaration. 7G1. To participate in any Collegiate Cycling Race, a Rider must: (a) Be a full-time student, as defined by the School, at the School that will grant his or her degree; (b) Be a member of the Team at that School; (d) Present a valid USA Cycling Collegiate Cycling license at race registration or purchase a one-day license at race registration. One-day licenses will not be accepted for Category A Riders or at any National Championship. 7G3. Current and former professional cyclists are allowed to compete in Collegiate Cycling Races. 7G4. International students are allowed to compete in Collegiate Cycling Races, including National Championships. 7H1. Riders may choose the category in which they wish to compete, subject to the following requirements:

7H2. Riders in a Collegiate Race are eligible for USA Cycling upgrade points, so long as that Race meets all upgrade requirements, including field size and distance, specified by USA Cycling. Each Rider must request upgrades through his or her USA Cycling account online and provide proof of category at registration. 7I1. At each Race, all Riders for a Team must wear similar (a) team jerseys or

(b) blank jerseys with the School’s name or abbreviation prominently displayed. 7I2. The School’s name, nickname or initials must appear on the Team’s jersey and must be the largest and most prominent image on the front and back of the jersey. Sponsors’ logos may appear also, but must be smaller than the School name, nickname or initials. 7I3. Riders may only wear shorts (a) of their Team or (b) that are effectively blank. 7J1. Bicycles may not use aero-bar extensions of any kind and must conform to UCI mass-start legal regulations. This rule applies to road categories B, C, D, and E for 2010, and to all categories in 2011. 7J2. Wheels used in all Road and Time Trial Events must conform with UCI mass-start legal regulations. This rule applies to road categories B, C, D, and E for 2010, and to all categories in 2011. 7K1. No cash prizes are allowed at Collegiate Races or Events. Other prizes may be awarded only to Teams, and not to Riders. 7K2. Conference Events (a) Conference Events are organized into four seasons. (i) Road Season takes place in the spring. Standard race formats include road race, criterium, team time trial, and individual time trial. (ii) Track Season takes place in the summer. (iii) Mountain Season takes place in the fall. Standard race formats include short track, cross country, downhill, mountain cross, dual slalom, super D and mountain bike team relay. (iv) Cyclocross season takes place in the winter. 7K3. Scoring (g) A Rider may compete in a Collegiate Cycling Race outside his or her Conference, but may not score either Rider or Team points in that Race unless it is specified as a dual conference Race. 7K4. Conference Championships (a) Each Conference holds Conference championships for road and mountain bike Disciplines, and can hold Conference championships for other Track or Cyclocross. (b) Conference road championships consist of a road race and a criterium and should include a team time trial. (c) Conference mountain bike championships include a cross-country Race and at least one Gravity Race and should include a short track Race and a second Gravity Race. (e) A Conference may choose to allow bonuses at Conference championships such as double or triple points, and may set standards for earning those points. 7L1. Eligibility 3

(a) The following eligibility requirements apply to all Riders and Teams at each National Championship: (ii) Each Rider must submit proof of eligibility in the form of the “Collegiate Cycling Championship Eligibility Verification Form” at registration. (iii) Each Rider must be enrolled as a full-time student, as defined by his or her School, and must be in good standing financially, academically and disciplinarily, during the following relevant Championship Eligibility Period: Championship: Championship Eligibility Period Road Spring session of the same calendar year Mountain Fall session of the same calendar year Track Summer or Fall session of the same calendar year Cyclocross Fall session or spring of the same or following calendar year Or, if the rider is eligible during the conference season, then they are eligible for Nationals. (c) Petitions regarding Rider or Team eligibility for a National Championship may be filed until 11:59 p.m. local time at the National Championship on the day before the start of the first Collegiate Race at the National Championship. The Board of Trustees determines all such eligibility issues. (d) Teams may bring no more than 8 men and 8 women to any single National Championship Event. 7L2. Qualification (a) For each division, Conferences qualify for start spots in a National Championship Race proportionally based on the percentage of all collegiate cyclists that compete within each conference. (b) Only points from Category A Conference Events count toward qualification for that Discipline’s National Championship. (c) Each Conference Director decides how to allocate start spots in a National Championship Race among Teams and individual Riders from his or her Conference. 7L3. Administration (b) Staging for Mass Start Road Races, Endurance Mountain Bike Races, track points Races and cyclocross Races at a National Championship proceeds as follows: (i) Previous year’s national champion for the current Race; then (ii) Conference champions in a random order then (iii) One Rider per Team, called one Team at a time based on National Team Rankings 7L6. Road National Championship (a) Road National Championships have a Road Race, a Criterium, and a Team Time Trial. (e) To compete in a Mass Start Race at a National Championship, a Rider must have competed in three races as a Category A Rider, however Conference Championships count as two races. (f) To compete in a time trial, riders must have raced at least two A races in the season. (g) Each Team may enter up to six Riders in the road race and up to four Riders in the criterium.

(l) Teams for the team time trials consist of 3-4 Riders. Riders must be of the same gender and from the same Team. (m) To be eligible for the individual omnium, a Rider must score points in both the road race and the criterium. 7L7. Track National Championships (c) To compete at Collegiate Track National Championships, a Rider must have raced in at least one USA Cycling track race. To race in the points race a rider must be at least a Track Category 3 or a Collegiate Track Category A. Additionally, a Rider must have competed in one Conference Race if their Conference held a Track Season. (g) The following individual Races will be held for men: Match Sprints (Championship format), 4 Kilometer Individual Pursuit, 30 Kilometer Points Race and Kilometer Time Trial. To be included in the men’s individual omnium standings, a Rider must score individual points in at least one sprint and one endurance race. (h) The following individual Races will be held for women: Match Sprints (Championship format), 3 Kilometer Individual Pursuit, 20 Kilometer Points Race and 500 Meter Time Trial. To be included in the women’s individual omnium standings, a Rider must score individual points in at least one sprint and one endurance race. (i) The following team Races are held: Collegiate Coed Team Sprint, Women’s Team Pursuit and Men’s Team Pursuit. 7L8. Mountain Bike National Championships (a) The cross-country, short track and downhill and one of the other Gravity Races must be conducted at a Collegiate Cycling Mountain Bike National Championship. (h) Each Team may enter six Riders in each Race at the Collegiate Cycling Mountain Bike National Championship. (j) To compete in an Endurance Race at a mountain bike National Championship, a Rider must have competed in three races as a Category A Rider, however Conference Championships count as two races. (k) To compete in a Gravity Race at a mountain bike National Championship, a Rider must have competed in three races as a Category A Rider, however Conference Championships count as two races. (n) To be included in individual omnium standings, a Rider must have scored individual points in at least one Endurance Race and one Gravity Race. 7L9. Cyclocross National Championships (a) The Collegiate Cycling Cyclocross National Championship takes place during the USA Cycling Cyclocross National Championship. (b) To compete at Collegiate Cyclocross National Championships, a Rider must hold a Collegiate Cycling License and be at least USAC Cyclocross Category 3 or Collegiate Cyclocross Category A. Additionally, a Rider must have competed in one Conference Race if their Conference held a Cyclocross Season. (e) Each Team may enter up to eight Riders in the Cyclocross Race at the Collegiate Cycling Cyclocross National Championship.
