WHAT’S NEW NSSRS 2017-2018 NSSRS TO ADVISER

What will change 2017-2018 NSSRS

NSSRS changes in Staff Reporting * Added a new position code 1141 for Instructional Coach. - Removed reference to coaching in Curriculum Specialist (1140) description * Added SPI Code P – Early Childhood (Non-Sped) birth to age five to the following positions: P-1110 – Program Supervisor/Director P-1120 – Program Coordinator/Consultant Everything else in Staff Reporting remains the same

NSSRS Changes 2017-2018 Student Template Changes * Changing terminology from ELL to EL (English Learners) * Added new code 04 to “Redesignated as English Fluent” (Field 113) - Remove codes 02 and 03 * “School of Residence” only needed for “Contracted In” students (Field 165)

* NEW FIELD: Unaccompanied Homeless Youth Indicator - Field 197 * NEW FIELD: Military Family Code - Field 207

NSSRS Changes 2017-2018 School Enrollment Template Changes * Changed “Residence Status” description for code 08 - from “Learning Community Open Enrollment” to “Open Enrollment Option Student”. Assessment Fact NAI Template Changes * Removed ACT from the list of “National Assessment Instrument” (NAI) * Removed high school reporting and high school grades - ACT will fulfill the Rule 10 requirement for a high school national assessment. - Elementary and Middle schools are still required.

NSSRS Changes 2017-2018 Programs Fact –Career Education * REMOVED Program Code CESTEM –Science, Technology, Engineering and Mathematics * ADDED Program Code CEENG – Energy and Engineering

NSSRS Changes 2017-2018 Programs Fact –Career Education * Technical Skills Attainment (Field 15) - 16 new codes have been added for Technical Skill Attainment assessment that are the most commonly used to earn Technical skill attainment. CE1111 – CE1126, CE1999 - If the student met technical skill attainment through Industry Certification and not listed here, use code CE1999 for other. Codes CE0002, 0003, 0004 and 0005 did not change This information will help us more accurately tell the “CTE story” and we’re pretty sure this information will be required with the pending authorization of the Perkins Act.

NSSRS – Reminders for CTE Reporting Three primary aspects for reporting secondary CTE data: 1. Programs Fact: Career Education Template

• Includes: (1) the identification and coding of the cluster area(s) the student participated and/or concentrated in, (2) the identification of the student’s highest level of participation in that cluster, and (3) if the student is a concentrator, the identification of their Technical Skill Attainment method.

NOTE: Students may have more than one Programs Fact record if participating in and/or concentrating in more than one Program Code. 2. Student Grades Template •

• When students are identified in Programs Fact in Career Education, their data in Student Grades can be extracted for review of their program participation/concentration. Be sure all student course taking is reported in student grades if the student is receiving high school credit. This is also important to ensure programs districts are offering are captured.

3. Post School Survey Template

• Provides follow-up information on the concentrators who graduated in the previous reporting year.

NSSRS – Reminders for CTE Reporting WHO? • This continues to be a question CTE is asked. To ensure the accurate identification of the level of participation, here are the most up-to-date definitions fro CTE students. • NOTE – Concentrators do NOT need to complete a Program of Study, rather, they must have completed at least 3 semesterlong courses within a single career cluster (program code). Year-long courses would count as 2 CTE courses for this reporting purpose.

NSSRS – Reminders for CTE Reporting • Data submission includes grades 7-12 in schools that offer career education courses. • Career Education Participants are determined during the program year (July 1, 2017 – June 30, 2018) only. • Career Education Concentrators are determined by evaluating the number of courses in which the student earned credit throughout the 9-12 school experience within a specific career cluster (program code). - Concentrators should be reported when they are in the 12th grade. Students may have multiple Programs Fact records if participating and/or concentrating in more than one Programs Code.

Consolidated Data Collection (CDC) Changes * State of School Report (SOSR) - changed name to Nebraska Education Profile (NEP) - lots of changes – please review * Report of Suspension/Expulsions - Section 3 removed * ESU/District/System/Schools Information Report - District page – “Website URL” added to the collection * Teacher and Principal Survey – Removed * Teacher Vacancy Survey – Will be moved from CDC to a separate collection under the Data Collections.

ADVISER OVERVIEW

ADVISER • This term/acronym is used to describe the overall program. What was once NSSRS will soon become ADVISER

• This is a new and improved way to collect student data that will help districts to make data-informed decisions to improve student learning. • ADVISER Dashboard – is a an optional web-based view of student and staff data that give educators the opportunity to make data driven decision. ED-FI • ed-fi is the product/technology that NDE is using to collect data. • ed-fi allows NDE to pull data from multiple systems for example PowerSchool and Infinite Campus (no uploading needed) • This will allow districts to see “real” time results For more Info: http://www.ed-fi.org/

The History • Up until 2006 Student Data was submitted via paper forms at an aggregate level. • 2007 First year of NSSRS. Student Level Data is now uploaded to the state. • 2010ish: Districts start to ask “Why can’t you just suck the data out of my SIS OR can’t the state just make all districts use one SIS” • 2011 NDE listened and applies for the SLDS grant. • 2012 NDE was a recipient of the Statewide Longitudinal Data System Grant. ADVISER was born.

The History • 2013-2015: Development and limited production release to approximately 8 pilot districts. • PowerSchool, and SIMS become certified vendors • 2015-2016: Implemented the Early Adopters Program (EAPI)approximately 30 districts. • 2016-2017: EAPII 222 districts and growing

Moving Forward • April 1, 2017 all Pilot and EAP districts with a certified vender actively publishing their data • September 1, 2017 all districts with a certified vender (PowerSchool, Infinite Campus, GoEduStar etc) actively publishing their data. • 2017-2018 will be the Parallel year, districts will also be required to upload data via NSSRS so that we can perform data quality check.

2018-2019 SY • All Nebraska Public School Districts will be required to submit their data via the ed-fi process/tool. • NSSRS will be retired and no longer available to districts. • The ADVISER accountability mart will be the new database where state and federal data is pulled from.

ADVISER Advantages • Data is LIVE • No more uploading data • Changes made in SIS will update almost immediately • No more delete requests • Your Audit window is every day • More data available for district to see in the Dashboard NWEA and others to come soon

ADVISER Challenges • Unique student situations e.g. home base, contracted out students • Audit windows as we know will change. Due dates more solid. Everyday is your Audit Window. • Its new, its different, it will take time to learn
