Asylum seekers and other migrants are arriving in Europe and encountering rapidly changing border controls as they seek transit through Europe. *Relocation mechanism applies to nationals who have an average EU-wide asylum recognition rate equal to or higher than 75%. Currently, Syrians, Iraqis, and Eritreans fit these criteria.

As part of the European Agenda on Migration, the Commission proposed in September 2015 to establish a common EU list of “safe countries of origin” defined in accordance with international and EU law.

In September 2015, the European Commission decided by majority vote to relocate 160,000 asylum seekers from Greece and Italy* to other European states over the next two years. As of December 17, 2015, 154 of 39,600 asylum seekers have been relocated from Italy and 78 of 66,400 asylum seekers have been relocated from Greece.
