The Arts House is located at the one of the most historically significant spots in Singapore. 150 metres away, Sir Stamford Raffles landed in Singapore in 1819. This building is Singapore’s oldest surviving government building. It was originally a home built for John Argyle Maxwell, a Scottish merchant based in Java. However, Maxwell never stayed here. After this building was completed in 1827, he leased it to the British colonial government to be used as a Court House where all the criminal cases were tried. Court sessions were first held in the front portion on the High Street side and in the central room of the second floor. Indeed, the second level of this restaurant used to be a Court Room where trials were held during the British Colonial years. After the Supreme Court was built in 1939, the building was used for other government offices such as the Land office and Department of Social Welfare. At one point in time, this grand building became derelict. In 1953, Singapore was on its way to becoming independent of the British and the house was refurbished and was officially declared as the Assembly House in 1954. Subsequently in 1959, with the appointment of the first parliament, this house was renamed the Parliament House. In 1999, the Parliament moved to its new home just behind this building. On 26 March 2004, the building reopened with a transformed purpose – to become The Arts House at the Old Parliament
