FY 2015 – FY 2024 Proposed CIP General Government Work Session Follow-up July 11, 2014 The attached information is provided in response to a question raised by Mr. Vihstadt at the General Government Proposed CIP work session on June 3, 2014, regarding what projects have dropped from the previous CIP and also includes additions from the last CIP. The following list summarizes the major changes from the last ten year CIP to the Manager’s Proposed CIP. As with any long-term plan, particularly in the last 4-10 years when forecasting is very preliminary, changes will occur due to a variety of factors:
Changes in economic or financial conditions that can either reduce or increase debt and PAYG capacity; New regulatory requirements that can change project priorities or cost estimates; Changes in development plans that impact timing of an associated capital project; Changes in other jurisdictional partners’ plans; New community priorities.
Parks and Recreation Quincy Park - 14.2 M added in proposed CIP in FY21-23 for design and construction needed for complete renovation of existing park facilities Mosaic Park Phase II - $7.0 M added in FY15-16 to reflect planned timing of funds being received from a developer Four Mile Run Near-Stream Improvements Phase II - $13.1M was in FY20, FY22 in the prior CIP and is now pushed beyond CIP; Phase I (funded in the proposed CIP) will require coordination with Alexandria’s plans thus pushing out Phase II. Jennie Dean Park Phase 2 – Proposed CIP includes $14.3 M for Phase 1 in FY18-20; Phase 2 totaling $11.2M was pushed beyond CIP (previous CIP programmed for FY19-21) - planning will be coordinated with the larger master planning of the Shirlington-Crescent area Long Bridge Park Phase IIIB design - $3.9M (was in FY22, pushed beyond CIP) fourth synthetic field, structured parking, second storage building, observation bridge, raised walkway. Glebe and Randolph Park - $3.5M (was in FY19, FY21, pushed beyond CIP) – Interim improvements were accelerated in FY 13-14. Four Urban Parks in Ballston - $3.1M (was in FY17, FY19, FY21, pushed to FY23, FY24 and beyond CIP) - Funding for two of the four parks is included. The remaining two parks are pushed out beyond CIP

Community Conservation and Economic Development Spectrum Theatre - $40.5M reduced from prior CIP although fully funded from community benefit contribution – tied to redevelopment and consideration of the related phased development site plan and assessment of community benefit options Virginia Square Black Box Theater - $1.4M (was in FY14, FY15 pushed out to FY19) – tied to timing of redevelopment of site by developer Neighborhood Conservation – increased funding of $3.0 M over the proposed ten-year CIP Penrose Square Phase II – project timing moved out two years to FY 21 & FY 23. Land acquisition to be covered by developer contribution or from parks land acquisition funds. Public/Government Facilities Court House Square - $35.2M in latter years of prior CIP deferred to beyond the CIP timeframe– Courthouse Square planning process underway; current lease that expires in 2018 will likely be extended, pushing out construction plans Courts/Police Building Interior Renovation - $24.6M reduced from prior CIP - was in FY17-FY20 and pushed beyond the current CIP due to debt capacity considerations Trade Center Storage Building - $17.5M (was in FY15, FY17) – pushed beyond the current CIP timeframe due to debt capacity considerations Non-Parks Land Acquisition - $7.5M reduced from the prior CIP Alternate Emergency Communications Center - $3.5M (was in FY15, FY16, FY17) – pushed beyond the current CIP timeframe; additional evaluation needed that may include a regional option Columbia Pike Library Refresh - $1.9M (was in FY21, FY22) - pushed beyond the current CIP timeframe Facilities Maintenance Capital - $9.1M in additional funding provided in this CIP Edison Site - $3.4M added in proposed CIP for community planning for the future of the site and removal of older buildings Lubber Run Community Center – prior CIP included funding in FY17 & FY19; project has been accelerated to FY 16 & 18 in the proposed CIP Critical Systems Infrastructure - $2.8M additional funding to complete refreshment of systems at 24/7 public safety facilities Central Library Refresh - $1.0M – new project in proposed CIP Vehicle Wash at Trades Center - $2.5M – new project Energy Projects - $2.9M added in latter years of the CIP in support of Community Energy Plan Information Technology Outdoor Warning System - $0.5M elimination of project - no longer cost effective, other communication tools available

Fire Records Management System - $2.0M increase – addition of Emergency Medical Services records
There are a number of projects where construction is complete or where no additional funding is being requested and thus were dropped from the previous CIP:
Long Bridge Park Phase II (aquatics, health & fitness facility) and design of phase IIIA (6th St South entry and outdoor play features) -- no additional funding requested Rosslyn Metro Station Access Improvements - $49.9M – project complete 2020 14th St N. Building Acquisition & Conversion for Homeless Services Center & County Office Space - Phase I - $25.1M – acquisition complete; it should be noted that funding is included in the Manager’s Proposed CIP for Phase II Arlington Mill Community Center - $15.1M – project complete ConnectArlington Phase 1 - $6.3M – subsequent phases of ConnectArlington included in proposed CIP Ballston Garage, 8th Floor - $5.0M - project complete Neighborhood Traffic Calming - $3.5M – project has been replaced with Neighborhood Complete Streets with increased funding Police/Sheriff Firing Range - $5.5M – This has been fully funded from PAYG since the last CIP. Fire Training Academy Addition – $1.5M – project complete Ballston Pond trails and boardwalk - $1.0M – developer contribution funding has replaced GO bond needs
This list does not include projects that have been renamed or moved to another program category. For example, the Potomac Yard / Four Mile Run Trail Connection project was listed separately in the previous CIP and is now included in the BIKEArlington program. Another example is the Fairfax Drive Pedestrian & Sidewalk Improvements which are now included in Ballston Multimodal Improvements in the Proposed CIP.
