FY 2016 Proposed Budget Budget Work Session Follow-up March 27, 2014 The following information is provided in response to the following questions received via email from Mr. Vihstadt on March 18th. 1. How did Chief Judge Newman’s October 17, 2014 Memorandum to the County Manager on FY 2016 and FY 2017 Circuit Court Judiciary Budget Priorities inform the Manager’s current budget recommendations? What portions of Judge Newman’s recommendations were made in the base budget? The County Manager and the Department of Management and Finance (DMF) received Judge Newman’s budget request in the fall which totaled over $500,000 in personnel and non-personnel funding requests. The County Manager and DMF also met with the Circuit Court Judiciary and Judge Newman on January 23, 2015 to review their budget request. In that meeting the Circuit Court Judiciary highlighted and focused on the needs of the Drug Court and funding being essential for continuing and growing the program. The Drug Court is an alternative sentencing program that allows nonviolent offenders to remain in the community under the intensive supervision of the Drug Court Team. Currently a grant administrator is funded by a grant, with other drug court staff donating service in-kind. The current program can sustain 10 participants. All participants attend weekly substance abuse treatment sessions, are held accountable through intense supervision and monitoring, as well as weekly court appearances, and random drug screening, as often as 3-5 times per week. In addition, each participant must be employed while in the drug court program, or must complete community service hours until they secure employment. In total the drug court executed approximately 100 hours of community service, and an additional 90 hours of community service as sanctions. The CCT Judiciary estimates the daily cost per participant is $52.27, compared to the estimated FY 2014 average cost per day at the Arlington Detention facility of $184.98. Averting offending and reducing recidivism is also a benefit that will be measured once the program has been established for a longer period of time. There are currently 8 active participants in the program, and a total of 15 participants served in the last 18 months of operations. The County Manager and DMF agree that the Drug Court plays an important role. The County Manager included $250,000 in one-time funding in the Proposed Budget for the County Board to allocate to the Circuit Court Judiciary if it decides that continuing and growing the Drug Court is a County priority. The County Manager and DMF recognize the demands the Circuit Court is facing. However, given the County Board’s budget guidance to the County Manager along with the many competing budget requests she received, the County Manager only included

the $250,000 in one-time funding for the Drug Court, discussed above, in the 2016 Proposed Budget. 2. In the Magistrate’s narrative, on book page 170, web page 275, no authorized FTE’s are shown, please explain. Magistrate personnel are employees of the State. There are no County employees included in the Magistrate’s budget. Personnel charges included in the Proposed Budget are for a County supplement to the salaries of eligible Magistrate staff. The supplement level is unaffected by changes to County salary and fringe benefit levels.
