FY 2015 Proposed Budget Budget Work Session Follow-up April 1, 2014 The following information is provided by the Office of Emergency Management in response to a question raised by Ms. Hynes at the Public Safety work session on March 6, 2014, regarding CERT Teams and snow removal at bus stops. The Community Emergency Response Team (CERT) primary role is to serve as a supplemental citizen volunteer resource trained in life safety protocols. During an emergency operations center (EOC) activation, CERT is deployed by the EOC for two primary purposes:
To provide critical situational awareness about neighborhoods; and To assist in the prioritization of tasks and requests in the EOC.
In the case of the snow removal at bus stops, CERT’s focus is to specific life safety operations, and as a result, is only tasked with missions that relate to that focus. Examples of such activities would include clearing snow from fire hydrants for fire suppression operations, locating downed trees in neighborhoods, or organizing disaster medical operations. CERT members agree to participate in the program knowing that they will only be called to duty when local county resources are stretched far beyond normal operations, such as being called upon to clear the bus stops of snow during the snow storm of 2010. DES will review current bus stop removal practices and bring recommendations on a bus stop snow removal policy in the spring / summer of 2014.
