Energy Company Obligation (ECO) • The purpose of ECO is to improve the ability of vulnerable and lower income groups to heat their homes affordably and to improve solid wall properties. • ECO tackles existing domestic homes and more expensive measures such as solid wall insulation and hard to treat cavity walls. • ECO funding based on lifetime carbon savings. • Funding rates depend on the measure installed, type of property and heating source.
ECO Targets • Two targets: – carbon saving, includes a carbon saving communities sub target – affordable warmth. • Government’s estimate of annual spend: – £760m/yr CERO – £190m/yr CSCO – £350m/yr HHCRO • Estimated at £1.3 billion – may be conservative (?)
SSE Experience: Bristol City Council • Project management, site supervision of external wall insulation, re-roofing balcony refurbishment, walkway maintenance for 86 flats in six blocks. • Value approximately £1.5m. SSE Energy Solutions secured CESP funding. • Envirowall external wall insulation system • Kempertherm insulated waterproof roof system • Carbon saving of 9170 tonnes CO2.

Routes to market 1) Register as a potential supplier and tender for projects 2) Identify a project and bring it to us. Considerations include: • Higher ECO funding rates with non-gas heated properties
• Availability of match funding
