January 24, 2017 -9:00 A.M. Bonner County Administration Building 1500 Hwy 2, Suite 338, Sandpoint, ID

On Tuesday, January 24, 2017 the Bonner County Commissioners met for their regularly scheduled meeting with all three Commissioners present. Chairman Bailey called the meeting to order at 9:00 a.m. The Invocation was presented by Jon Pomeroy of the Sandpoint Church of God and the Pledge of Allegiance followed. ADOPT ORDER OF THE AGENDA

Commissioner Connolly made a motion to adopt the order of the agenda as presented. Commissioner McDonald seconded the motion. All in favor. The motion passed. PUBLIC COMMENT - Kevin Moore spoke regarding his personal property; specifically regarding his property rights in relation to a culvert. CONSENT AGENDA

Commissioner Connolly made a motion to approve the submission ofthe TransCanda grant for $25,000.00 to be used for the new Bonner County training facility located in Sagle. Commissioner McDonald seconded the motion. There was a brief discussion amongst the audience. Bob Bussey and the Board regarding this item. All in favor. The motion passed. Discussion/Decision Regarding Idaho Department of Parks and Recreation Recreational Vehicle Grant - GarfieldBay Campground Water SystemUpgrade; $271^50.50 with a $25,000County Match

Commissioner McDonald made a motion to approve the Idaho Department of Parksand Recreation grant application requesting $271,550.50 in Recreational Vehiclesfunds, with a $25,000.00 BonnerCounty match, to replace and upgrade the Garfield Bay Campground water system; and to authorize the Chairman to sign the agreement administratively. CommissionerConnolly seconded the motion. There was a brief discussionamongstthe audience, Jerry demons, Steve Klatt and the Board regarding this item. All in favor. The motion passed. Commissioner McDonald seconded the motion. Roll Call Vote: Commissioner McDonald- yes. Commissioner Bailey - yes. Commissioner Connolly - yes. All in favor. The motion passed. PROSECUTORS

At 10:00 a.m. Commissioner McDonald made a motion to enter into Executive Session under Idaho Code

§74-206 (1) (F) Litigation for a Litigation Update with Scott Bauer and Bill Wilson. Commissioner Connolly seconded the motion. Roll Call Vote: Commissioner McDonald - yes. Commissioner Bailey yes. Commissioner Connolly - yes. All in favor. The motion passed. At 10:33 a.m. Commissioner Connolly made a motion to go into Executive Session under Idaho Code §74-206 (1) (B) Personnel with Cindy Binkerd. Commissioner McDonald seconded the motion. Roll Call Vote: Commissioner McDonald - yes, Commissioner Bailey - yes. Commissioner Connolly - yes. All in favor. The motion passed. Commissioner McDonald made a motion to amend the agenda to add three (3) BOCC employment items to the agenda for timeliness issues. Commissioner Connolly seconded the motion all in favor the motion passed. All in favor. The motion passed. Commissioner McDonald made a motion to eliminate the position of Executive Assistant effective Friday, January 27,2017,1 move to create a position of AIP program Manager / BOCC Admin Support effective Monday, January 30, 2017.1 move to create the Administrative Manager effective Monday, January 30,2017, and I move to create the special projects assistant effective Monday, January 30, 2017. Commissioner Connolly seconded the motion. All in favor. The motion passed.

On Wednesday, January 18, 2017 Assistance Director Kevin Rothenberger met with the Board to discuss the following files: Denied: 2017-019 On Tuesday, January 17, 2017 a Idaho Department of Fish and Game Update was held pursuant to Idaho Code §74-204(2).

On Wednesday, January 18, 2017 Coroner Interviews were held pursuant to Idaho Code §74-204(2). Commissioner McDonald made a motion to appoint Robert Beer to fill the position of Coroner for the remainder of this term. Commissioner Connolly seconded the motion. All in favor. The motion passed.

On Monday, January 23, 2017 a Debrief Meeting was held pursuant to Idaho Code §74-204(2). On Monday, January 23, 2017 an Executive Session regarding Hiring was held pursuant to Idaho Code §74-206(1 )(A).
