MINUTES FOR THE BONNER COUNTY

BOARD OF COMMISSIONERS' MEETING

January 10, 2017-9:00 A.M.

Bonner County Administration Building 1500 Hwy 2, Suite 338, Sandpoint, ID

On Tuesday, January 10, 2017 the Bonner County Commissioners met for their regularly scheduled meeting with all three Commissioners present. Chairman Bailey called the meeting to order at 9:00 a.m. The Invocation was presented by CommissionerBailey and the Pledge of Allegiance followed. ADOPT ORDER OF THE AGENDA

CommissionerConnolly made a motion to amend the agenda by adding Executive Session under Idaho Code § 74-206 (1) (f) Potential Litigation with Road and Bridge, Don Hutson and Civil Attorney Scott Bauer. Commissioner McDonald seconded the motion. All in favor the motion passed. Commissioner Connolly made a motion to adopt the order of the agenda as amended. Commissioner McDonald seconded the motion. All in favor. The motion passed. PUBLIC COMMENT - None CONSENT AGENDA

1) Liquor Licenses: A & P Bar & Grill, Sandpoint, ID 2) Bonner County Commissioners' Minutes for January 10, 2016 Commissioner McDonald made a motion to approve the consent agenda as presented. Commissioner Sudick seconded the motion. All in favor. The motion passed. SHERIFF'S OFFICE - Daryl Wheeler 1) Sheriff Wheeler Honored Ole Olson for his life-saving heroism in the rescue of a fellow North Idaho citizen.

ROAD & BRIDGE - Don Hutson

1) Discussion/Decision regarding 2017 Rock Crushing Bid Advertisements Commissioner Connolly made a motion to approve the Notice of Advertisements for rock crushing in District's 1, 2, and 3 also authorizing the Chair to sign administratively. CommissionerMcDonald seconded the motion. All in favor. The motion passed. 2) Discussion/Decision Regarding Soldier Creek Culvert Replacement - Change Order #1; $358,125.90 (Moved until after the Executive Session with Road and Bridge). 3) Discussion/Decision Regarding Approval of 129,000 lb. Truck Route - Riley Creek Park Dr.; Resolution

Commissioner Connolly made a motion to approve Resolution #17-02 approving Riley Creek Park Dr. as a 129,000 lb. truck route from Hwy 2 to Address Point. I also move to approve the Special Permit Issuance Agreement with the Idaho Transportation Department and allow them to issue 129,000 lb. truck permits on Bonner County's behalf Commissioner McDonald seconded the motion. All in favor. The motion passed. HUMAN RESOURCES - Cindy Binkerd 1) Discussion/Decision Regarding Approval of Reasonable Accommodation Policy 775

Commissioner McDonald made a motion to approve the inclusion ofthe Reasonable Accommodation Policy, No 775, to the Bonner County Personnel Policy Manual. Commissioner Connolly seconded the motion. All in favor. The motion passed. PLANNING - Milton Ollerton

1) Discussion/Decision Contract for County Surveying Services with Douglas R. Meigs; $70/Hour Commissioner Connolly made a motion to approve the agreement for professional services with Douglas R. Meigs for County surveying services on an as needed basis indefinitely, or until either the county or the contractor terminate the contract with a 30-day notice, at the rate of $70.00 per hour. Commissioner McDonald seconded the motion. All in favor. The motion passed. EMS - Bob Bussey 1) Discussion/Decision Regarding Financing Approval with Columbia Bank for a 4x4 Ambulance Lease; $92,779.00 Commissioner McDonald made a motion to sign the Binder with Columbia Bank for the financing of a 2016 Type 2 4x4 ambulance for the approximate loan amount of $92,779.00. Commissioner Cormolly seconded the motion. All in favor. The motion passed. 2) Discussion/Decision Regarding ASAP Specialty Vehicle Oflf-Road Ambulance Contract Commissioner Connolly made a motion to approve and sign the contract for ASAP off-road specialty vehicles for the purchase of an off-road ambulance. Commissioner McDonald seconded the motion. All in favor. The motion passed. MISCELLANEOUS-

Discussion/Decision Regarding Appointment of Members to the Bonner County Natural Resources Committee; Resolution

Commissioner McDonald made a motion to approve Resolution 17-03 appointing Janet Conlin and Brian Domke to the Bonner County Natural Resource Committee (BCNRC) for an indefinite term. Commissioner Connolly seconded the motion. All in favor. The motion passed. 2) Discussion/Decision Regarding Appointment of Members to the Bormer County Fairboard; Resolution

Commissioner Connolly made a motion to approve Resolution 17 - 04 appointing Eddie Gordon to the Bonner County Fairboard for a three-year term beginning January 10,2017 and ending January 9, 2020; also appointing Jody Russell to the Bonner County Fairboard for a two-year term beginning January 10, 2017 and ending January 9,2019. Commissioner Bailey recessed the meeting at 9:58 a.m. Commissioner Bailey reconvened the meeting at 10:08 a.m. EXECUTIVE SESSION

Commissioner Connolly made a motion to go into Executive Session under Idaho Code § 74-206 (1) (f) Potential Litigation with Road and Bridge, Don Hutson and Civil Attorney Scott Bauer. Commissioner McDonald seconded. Roll Call Vote: Commissioner McDonald- yes, Commissioner Bailey - yes. Commissioner Connolly - yes. All in favor. The motion passed.

Discussion/Decision Regarding Soldier Creek Culvert Replacement - Change Order #1; $358,125.90 The Board returned to regular session at 11:04 a.m. The Chairman instructed Legal & the Road and Bridge Director to proceed as discussed in executive session.

On Wednesday, January 4, 2017 Assistance Director Kevin Rothenberger met with the Board to discuss the following files: Denied: 2017-012,2017-013 On Wednesday, January 4, 2017 a Planning hearing was held pursuant to Idaho Code §74-204(2). Commissioner Sudick based on the findings of fact and the stated conclusions of law, I move to approve File AM148-16 amending Chapter 2 of Title 12, Bonner County Revised Code with the following additions or deletions as discussed: 12-234 to remove paragraph B and a sentence from paragraph C from 12-234. And also to replace the word Hearing Officer with Hearing Examiner. Commissioner Bailey seconded the motion. All in favor. The motion passed. On Monday, January 9, 2017 the Swearing-in of the newly Elected Officials was held pursuant to Idaho Code §74204(2). Commissioner McDonald nominated Glenn Bailey as Chairman of the Board of County Commissioners. Commissioner Connolly seconded the motion. All in favor. The motion passed. ATTEST: Michael W.
