*This position could be located at our Headquarters in Anadarko or at our satellite office in Moore, Ok.* Applications will be accepted through December 18, 2017 – Apply on-line at www.wfec.com SUMMARY: Under the general supervision of the V.P. & Chief Financial Officer, the Manager, Procurement Services plans, organizes, directs and controls activities related to purchasing, inventory and warehousing for the Cooperative. The incumbent reviews, develops and implements procurement-related policies and procedures for application throughout the Cooperative. The incumbent also plans, organizes and coordinates the use of the Cooperative-wide computerized purchasing and inventory systems. The incumbent ensures efficient procurement processes are applied consistently with approved procedures and practices. In addition, the incumbent supervises employees and warehouse functions at multiple Cooperative facilities which requires occasional travel. SUPERVISORY RESPONSIBILITIES: Procurement Services staff, including Purchasing Agents, Contracts Specialist, Warehouse Supervisors, Warehouse Workers and Warehouse Helper. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Organizes, plans and directs purchasing, inventory and warehousing procedures and processes in cooperation with other departments and in accordance with the Cooperative's goals. Ensures that the procurement staff purchases materials, supplies, equipment and labor at the most favorable price consistent with quality and quantity needed to meet requirements of the Cooperative. Supervises employees in warehousing to ensure efficient and effective operations and proper coverage for outage support. Assigns duties to staff and reviews work performed to determine quantity and quality of output. Facilitates or participates in the resolution of problems, disputes and contract adjustments with internal customers and suppliers. Initiates and supports implementation of strategic sourcing initiatives and projects for Cooperative facilities. Supervises the procurement staff as they manage inventory control procedures and warehousing activities for the warehousing and disbursement of materials and supplies necessary for completion of maintenance and construction projects. Develops and monitors key performance measures designed to evaluate the effectiveness of the procurement process. Directs investment recovery activities to optimize value of assets that are beyond their useful life or no longer required. Oversees computer application systems supporting the procurement function. Ensures that department employees receive training in the use of the computerized purchasing and inventory system and processes associated with procurement and warehousing procedures. Identifies and coordinates training opportunities for Cooperative employees in the use of the computerized purchasing system and purchasing procedures as needed. Coordinates with various Cooperative personnel to determine which manufacturers will be approved as suppliers of inventoried items. Uses the computerized inventory system to monitor historical usage of inventoried items to establish and update reorder points. Creates department operating and capital budget and manages within approved limits. Supervises staff and supports other departments in the development of contract terms and conditions, bid documents, bid openings and contract administration. Directs and assists staff in following applicable Rural Utilities Service (RUS) contracting and procurement regulations for financing purposes and the Code of Federal Regulations (CFR) as it relates to Federal Emergency Management Agency (FEMA) guidelines for restoration of facilities eligible for disaster assistance. Participates in/on a variety of internal committees, professional organizations and other related groups. Ensures compliance with all state and federal safety regulations, in addition to WFEC safety guidelines and procedures.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities and behaviors required of this position. Education and Experience: Education and Experience: A Bachelor's degree in Business or a related field and a minimum of ten (10) years of progressively responsible experience, including three (3) years as a supervisor. Experience in purchasing, warehouse, materials or inventory management in an electric power transmission or generation facility or manufacturing environment, and experience using a computerized purchasing and inventory system is required. Experience and/or working knowledge of RUS contracting and procurement regulations and the CFR as it relates to FEMA guidelines is desired.

Experience with PeopleSoft ERP is desired. CERTIFICATES, LICENSES, REGISTRATIONS: This position requires a current driver’s license. A Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) accreditation is desired. WORK SCHEDULE REQUIREMENTS: This position normally works a weekday daytime schedule, but may be required to work additional hours and on weekends and/or holidays, and may be required to travel on short notice.
