Planning held two meetings in the month of October. At their meeting on 11 October there were two requests for a rezone. The first, which Planning scheduled a public hearing, was for a recommendation for a proposed rezone of a 2.86 parcel of property located generally at 100 South 485 West currently zoned agriculture (AGR). The applicant was requesting Multi -Family High Density. The second rezone request was for a proposed rezone of a 4.47 parcel of property located generally at 75 South Gateway Drive, currently zoned Mixed-Use (MXD). The applicant was requesting Multi-Family High Density. Planning recommended that the Council deny this request. This was followed by a discussion item concerning proposed amendments to Providence City Code Title 10 Zoning Regulations, Chapter 4 Establishment of Districts by adding Section 6: Life Cycle Residential Zone. This discussion will be continued. Planning's second meeting was held on 25 October. The first item was a public hearing on proposed amendments to our Master Plan Sheet No. 5-B Future Re-Zone of existing Districts. This was followed with an action item recommending the Council update our Master Plan Sheet 5-B Future rezone of existing District designating Parcel No 02-096-0011 on the east side of 485 West as a future zone of Multi-Family-High. Planning then entered into two study items. The first study item was proposed amendments to our zoning regulations concerning Corner Lot Obstruction. After listening to comments from the audience, Planning will wait for Councilman Baldwin to submit his draft on the subject. The second discussion item was a continuation of the above study item Life Cycle Residential Zone....and this will be continued with further discussion. Council also held two meetings in October. Their first meeting was 10 October with a public hearing on adjustments to the 2018 Budget. Council then approved the adjustments with a resolution. The next item was awarding the bid for the audio and visual updates for the Council Room as well as the smaller meeting room downstairs. They approved and awarded the bid to AllTech on the condition that contact be made with other cities that had used their service for reference purposes. Council then approved the contract between the State of UtahDepartment of Heritage and Arts and Providence City for the general purpose to provide grant funds to undertake local historic preservation projects under the Certified Local Government program. The second meeting was held on 24 October. Council approved the development agreement for Providence Highlands Subdivision Phase 4, a 12-lot residential subdivision located at approximately 1170 South 800 East. The second item approved was a resolution authorizing application to the Economic Development Corporation of Utah for economic development and support; an amount of $1090 for a year of consultation. The following item...a request to change the zone of a 4.47 parcel located generally at 75 South Gateway Drive from Mixed-Use to Multi-Family High died due to a lack of a second to the motion....therefore, it was denied. The last item on the agenda was a discussion concerning Corner Lot Obstruction. Council Member Baldwin volunteered to re-write a draft of the ordinance which will be reviewed by our legal staff and be presented to Council at our meeting in November. The HEAT Program is a federally funded assistance program designed to help lowincome, elderly and disabled households with home energy costs. The HEAT program is open Nov 1 through April 30 or until federal funds are exhausted. Eligibility and benefit amounts are determined by the number of U.S. residents or permanent residents in the household, household income, household size and energy costs (fuel and electric bills). Household must be under 150% of the Federal Poverty Level. HEAT benefits are a one-time payment and will not cover your entire winter heating costs. The HEAT Program is located in the BRAG Offices at 170 N Main in Logan. To schedule an appointment please call 435-713-1444.
Message from Public Works: The Public Works Department is beginning our annual leaf pick up. Please make sure that all leaves are bagged and placed on the curb/edge of property (not in the gutter) for pick up. For those who have curb and gutter in front of your home, please bag your leaves rather than rake them into the gutter. As the Public Works Department begins leaf cleanup, we will be cleaning leaves from the gutters to prevent storm drains and waterways from clogging and flooding. This program is NOT designed for homeowners to rake their entire yard into the gutter for the City to clean up. We appreciate your help in making this program a success. As temperatures are dropping we would like to remind you to winterize your sprinkler systems. This will help prevent your sprinkler lines from freezing and breaking. The green waste dumpsters will be removed by Monday, November 20th and the last curbside green waste pickup will be Wednesday, November 15th.

The annual Spring Creek Middle School, “Tribute to America’s Veterans” will be held on Friday, November 17 at 9:00 a.m. in the main gym. All Veterans are invited to be in attendance and will be honored by the seventh grade class. Spring Creek Middle School, 350 West 100 North, Providence UT. Eccles Ice Center—Learn-to-Skate Looking to try something new? How about a fun, recreational activity for you, your children, or the entire family? Come join the Eccles Ice Center for Learn-to-Skate classes. Classes range from ages 3 to adult. This 4 week session will start on Tuesday, November 28-December 19 from 4:305:30pm and Thursday, November 30-December 21 from 4:00-5:00pm. Cost of class is $40.00. A 10% discount will be applied for additional family members. Registration closes the day before class starts. A late fee of $5.00 will apply for on-site registration the day of class or later. WINTER PARKING HOURS: Night Parking: It shall be unlawful for the driver or owner of any vehicle to park any vehicle or equipment on any street or right of way within eight feet (8') of the pavement in the City beginning 24 hours after the first measurable snowfall (enough to require City snow removal, which occurs after October 31) or December 1, whichever comes earlier, of each year and ending April 15 of the following year, between the hours of twelve o’clock (12:00) midnight and six o’clock (6:00) A.M. the next day, for a period of time longer than three (3) minutes when loading or unloading passengers. This subsection shall not apply to doctors on house calls, emergency vehicles, or vehicles used in the repair of utilities. The City will not be liable for any damage occurring to any vehicle or equipment parked on any street or right of way during street and right of way maintenance. Parking citations will be issued for violation of this ordinance. Overnight parking citation fee is $25. The fee is dropped to $20 if paid within the first five days. You must bring the citation to the city office with you if paying within the first five days.
2017 Municipal Election—Municipal Election Date: November 7, 2017 Providence City will be holding a municipal election for mayor and two council members. The candidates for the office of Mayor are: John Drew and Kirk J Allen. The candidates for City Council are: Sharell Eames, Kristina Eck, Jeff Baldwin, and Rowan Ernest Cecil Voting for this election will be by-mail. Ballots were mailed mid-October, 2017 For your ballot to be counted, your ballot must be mailed and clearly postmarked before Election Day, or otherwise clearly marked by the post office as received by the post office before election day (no later than November 6, 2017) or you may drop your ballot off at the official ballot drop-off located at the Providence City Office Building, 164 North Gateway Drive, Providence. Ballots will be accepted at the Providence City Recorder’s Office, (164 North Gateway Drive, Providence UT) on Election Day (November 7, 2017) until 8:00 p.m.
