Planning held two meetings in April. Their first on 12 April consisted of two action items. They approved a preliminary plat for Providence Hollows dividing one lot into two lots located at 529 North 470 East. The second action item was relative to Providence City Code Title 11 Subdivision Regulations, Chapter 1 General Provisions by changing the definition of Minor Street (Residential and Minor); and Chapter 4 Design Standards, by amending the arrangements of streets, clarifying the costs of new roads and repairs to existing roads caused by development, clarifying the grades of intersections with pedestrian crossings, grades through cul-de-sacs, adding swales and amending non-connecting streets/ turnarounds. Planning recommended Council approve the changes with a minimum asphalt width. They then heard a proposed rezone from Single Family Traditional to Mixed Use for a 2.03 acre parcel located at 196 West 100 North (discussion only). That resulted in a scheduled public hearing for 26 April for public input. On 26 April the Planning Commission held the public hearing on the rezone. After a well attended meeting and discussion, Planning recommended that Council deny the rezone request. Planning then approved a final plat for the Booth subdivision, a 2 lot subdivision located at 685 South 300 East. They also approved the final plat for the Canyon Creek Subdivision, a 3 lot subdivision at approximately 815 East Canyon Road. In addition, they approved the preliminary plat for Providence Meadows subdivision, a 16-lot residential subdivision located at approximately 500 West 500 South. Council also had two meetings in April. On 11 April Council heard a report by Sheriff Jensen with a following discussion relative to the Cache County Sheriff's Office. Following that discussion Council approved an ordinance amending Providence City Code Title 7 Public Ways and property, Chapter 4 Cemeteries Section 4 Sexton, by clarifying the receipting process; Section 10 Indigents, by adding the process to be considered indigent; and Section 13 Unlawful Acts by changing the penalty for injury to property from a Class B misdemeanor to an infraction. The Council's second meeting was on 25 April. Andrew Carlson from Scout Troop 435 led us in the pledge of allegiance. After public comments the Council had a public hearing explaining adjustments to the 2017 Budgets for the General Fund. Following the public hearing Council approved a resolution making adjustments to the 2017 General Fund. We had received the bids for the construction of the Gateway Drive Project and the Council approved the low bid to Legrand Johnson Construction. The project should now start and be completed this year. Council then followed the recommendation by Planning (above) by changing the definition of Minor Street (Residential and Minor) deciding on 30' minimum for asphalt width incorporating two approved ordinance changes, No. 2017-007 and 008. The next item was a discussion on our Bylaws Article 6.2 Opening which will be continued at our first meeting in May. The following item was a Proclamation endorsed by your Mayor Declaring a day of Prayer in Utah for May 4, 2017. The Mayor read the declaration to the Council and audience. The last item on the agenda the Council selected Kent Dunkley as the realtor for the disposal (selling) of our old office building. Thursday, May 25th from 4:00 pm. to 7:00 pm. will be the open house for citizens to tour the new office building. We will have refreshments as well as brochures of the services your city provides its citizens. Please plan to visit, tour, and meet the staff. Following the scheduled Planning Meeting on 10 May, we expect to hold a joint Council/ Planning/Staff workshop to discuss Providence City infrastructure (water, sewer, streets, and storm water). This will be open to the public.

We are expecting a significant spring run-off coming from the mountain as soon as the weather warms and stays warm. It would be very advantageous for property owners who have ditches or canals on their property to start cleaning the debris from those water ways which will allow the expectant water to flow more freely and have less chance of back up or flooding. Mayor Calderwood
Message from Public Works: Spring is finally here…with that comes green grass and the mowing of lawns. As you are mowing, please remember that you need to keep all grass clippings on your property. When the clippings are left in the streets and gutters it has the potential to cause flooding with irrigation and storm water, it is also a violation of City ordinances. Thank you for your help in advance and all season long. For customers with underground sprinkling systems. Current state plumbing code requires a backflow preventer on all underground sprinkling systems. The backflow preventer is a device that prevents impurities or contaminants from being drawn into the drinking water system. Many sprinkling systems already have the proper backflow preventer installed and only need to be tested annually. Others may not meet state and local regulations and may need to be replaced with the proper backflow preventer. The regulations also require a state certified backflow technician test the backflow preventer annually. After the test has been completed, please submit the results to the City so that we can update our records. For a list of local technicians, please contact the Public Works department at 435-753-0313.
