Planning, as well as Council, had three meetings during the month of August. Planning's first meeting was 2 August. It was a joint workshop consisting of members of Council, Planning, Historic Preservation Commission, and Staff. Participants boarded a bus at the new city office building and traveled to Elk Mountain Subdivision in Hyrum as well as to Stonehaven Subdivision in Smithfield where they compared street widths, architectural design, landscaping, etc., with mixed use housing uses, how the uses could be incorporated into a single development, and the relationship to single-family housing in the area. On 9 August, Planning held their second meeting. They held two public hearings. The first public hearing was on the proposed rezone from Single-Family Traditional to Multi-Family High for a 2.03acre parcel at 196 West 100 North. During Action Items Planning recommended that Council deny this rezone. The second public hearing was on proposed amendments to the Transportation Corridors particularly for removing the corridor classification for 600 East from 1000 South to Hillsborough Drive. During Action Items Planning recommended Council amend the General Plan and Master Plan by removing the corridor classification for 600 East from 1000 South to Hillsborough Drive, and removing the connection of 1250 South to Hillsborough Drive. Planning then approved the final plat for Providence Gateway Phase 1, a residential multi-family subdivision containing 25 townhomes located at approximately 425 West 100 South. Their last item at that meeting was a discussion of mixed use zoning that incorporates a mix of single-family and multi-family units. This is to be continued. Planning's last meeting was on 23 August. They approved, with conditions, the Final Plat for Providence Heights Subdivision Phase 1, a 13-lot residential subdivision located at approximately 900 South 400 East. The General Plan Amendments action item was changed to a study item, and this discussion will be continued as well as options for private lanes. Council also had three meetings in August. On 8 August, Council discussed the extension of Spring Creek Parkway from approximately 170 West Spring Creek Parkway to 100 West. The City Engineer will work on the wetlands delineation and this will be brought back at our meeting in September. The Council then approved a resolution for a Cooperative Agreement between the Utah Division of Forestry, Fire, and State Lands and Providence City. Council then held a public hearing proposing to increase its property tax revenue and at the conclusion of the public hearing, the Council approved the certified tax rate. The Council then discussed the proposed Agreement for the InterCity Sewage with Logan; this will be continued since Providence is still considering a jointure with Hyrum and Nibley for similar services. Council's second meeting was on 15 August for consideration of a new city attorney. The interviews consisted of three firms: Cowdell Woolley, Hillyard Anderson Olsen, and Olson and Hoggan. This meeting was for consideration only. Council's last meeting was on 22 August. The Council approved the Primary Election Canvas and John Drew and Kirk Allen will be the two candidates running for Mayor. Council then held a public hearing on budget adjustments for the 2018 budget. At the conclusion of the public hearing, Council approved the budget adjustments for the General Fund, Capital Project Fund, and Sewer Fund. The next item was the approval of the bid for the Salt Shed Addition awarded to Landmark Companies. The Developer asked that the Mayor pull the Public Installation Agreement for Providence Gateway Phase 1, which I did. The next item was for the Development Agreement for Providence Heights Subdivision (900 South 400 East) which was continued. Council then approved a resolution changing the designation of 600 East between 1000 South and Hillsborough to a residential street, not a corridor street, and removing the connection of 1250 South to Hillsborough and changing the text in the Transportation Corridors element removing the statement regarding 600 East and the statement regarding the Hillsborough connection to Hidden View. Council then approved a release of notice of violation from 1985. Council then denied the rezone of the 2.03acre parcel on 196 West 100 North. Council's last action item was to select Cowdell Woolley as their new city attorney. A discussion item followed concerning the lights at the Charter School parking lot. We had received input from citizens concerning a possible Nuisance violation. Since then we have heard from the Chairman of the Board for the Charter School and they will be working with the city and citizens to reduce the glare from the lights for a more peaceful transition. We have now closed on the sale of the old office building and sold the building for $271,000. Kelley Electronics will be the new owner and we welcome them to Providence. School is now open so please be alert at all crossings. Mayor Calderwood
Message from Public Works: NEW 4-way stop sign coming!! The City has deemed it necessary to change the intersection of Spring Creek Parkway and Golf Course Road into a 4-way stop. Currently the intersection stops the north/south traffic and will now stop traffic in all directions. Please use caution as you approach this intersection as everyone is adapting to the change. Thank you for your patience through the construction season so far this year. We know that some of our road projects have been an inconvenience but they have been necessary projects to improve our City. We would like to remind you that if you are in the area of any projects, please use caution and please respect the road closed signs. The signs are placed to protect you as our citizens, those working in the area and the project. Thank you again for your patience. We are excited and looking forward to the completion of the Gateway Drive extension, we are hoping to have the roadway open by the end of September.
