PROJECT DESCRIPTION SWA prepared an open space master plan for the City of Monterrey, Mexico, utillizing two existing elements of the public realm; its rivers and boulevards. Envisioned as interconnecting networks, the rivers running predominately eastwest and boulevards north-south, this “Dos Manos Verdes” (two green hands) will tie the 3rd largest city of Mexico together and improve the quality of life for its citizens.

Potential ‘specific projects’ within the master plan open space system were identified and explored to provide a continuation between planning and implementation. This included schematic-level designs for a portion of the Santa Catarina River, the boulevard system, neighborhood parks, the redevelopment of an existing 200 acre railyard area, and an example ‘urban edge condition’ at the city’s periphery.

SWA integrated the analysis of the Urban Development Planning Agency of Nuevo Leon (UDPA) and identified technical, legal, and policy procedures so that future development will be incorporated into the proposed open space system. The master plan incorporates two primary components, the identification of an integrated park, boulvard, and r;ver system; and example designs of specific projects. The plan focused on the goal of providing 15 square meters of open space per individual, the current standard recommended by the United Nations. Monterrey currently provides an average of roughly 4 square meters per individual. To help reach this goal, future park sites were identified within existing neighborhoods, and portions of the re-developed river and boulevard systems were included.

The planning area alternates between tall, steep, rocky hills and montains, and broad, flat, alluvial plains interrupted by rivers of various sizes. The mountains provide a powerful visual identity of Monterrey region.

The community green forms the largest continuous open space while smaller scale open spaces include the neighborhood greens, the private greens and the streets that function as green corridors through the site.

The design concept for the site intends to create a regional “gathering” place for new development, the university and the city as a whole. The key elements include: open space, built environment, and street pattern. It seeks to produce a unique public space both in terms of the spatial design and program elements.

The Santa Catarina River flows through Monterrey’s Central Business District and presents an excellent opportunity to create exceptionally high real estate values because of the river’s potential to become an attractive open space. The focus of the proposed improvements to the river channel and surrounding parcels is to create a prominent pedestrian environment that becomes the area’s focal point, allows access to the river, provides valuable space for active and passive recreation and enriches the quality of life of its users.

The river channel is redesigned to have a curvilinear alignment that will provide hydrologic benefits by allowing the flowing water to move sediment more easily through the river system than the straighter channel that exists today. The base flow channel is proposed to be narrower but deeper to enhance the fish habitat in the river by maintaining a cooler water temperature. Small wetland areas are proposed along the flow of water to provide water filtration benefits while further improving the aquatic habitat.
