The City of Napa retained SWA to provide conceptual design for the bypass channel, originally proposed by the US Army Corps of Engineers as part of a larger flood control project. The SWA concept is a physical metaphor for the Napa Valley and is designed to provide a park for the community to use during the dry season for walking, passive recreation, and community gatherings. It will become the “social heart” of downtown Napa. The process included close interface with the Flood Control District, the US Army Corps of Engineers, and the downtown Napa merchants and stakeholders.
