Ohio Quarter Horse Association Board of Directors Meeting June 20, 2016 Directors present: Rod Atherton, Clark Bradley, Vic Clark, Hank Clason, Chris Darnell, Kelli Diaz, Ed Dingledine, Wayne Erwin, Candi Fites, Bill Flarida, Shawn Flarida, Kyle Flatter, Elizabeth Gorski, Roger Landis, Binnie Ann Masters, Brent Maxwell, Dave McDonald, Cindy Morehead, Kristine Nagy, Judd Paul, Alan Potts, Don Recchiuti, Skip Salome, Todd Salome, George Seanor, Chuck Smith, Denny Thorsell, Dan Trein and Randy Wilson. Absent Directors: Rick Cecil, Bob Hexter, Beth Himes, Randy Jacobs, Fritz Leeman, Brent Tincher, Greg Tordoff, and Shane Watson. President Hank Clason called the meeting to order at 7:00 p.m. Introduction of Guests The following were introduced as guests: Ted Handel. Ron Kendel, Chad Piper, Missy Thyfault, Pat Seanor and Katie Bossart. Minutes Brent Maxwell made a motioned to accept the May 2016 minutes. 2nd by Rod Atherton. Motion passed. Treasurer’s Report Barb Benedum reported on the financial statements as of May 30, 2016. Total assets of the association are $ 9,640,432 and liabilities are $ 105,280 leaving $ 9,640,432 in net equity. Barb stated that we are on target for the year. Executive Committee Brent Maxwell reported that the Executive Committee discussed hiring a new lobbyist. They are recommending a budget not to exceed $ 5,000 per month. Rod Atherton made a motion to accept the recommendation. 2nd by Chris Darnell. Motion passed. Tri-Chairmen Report Scott Myers reported on the Tri-Chairmen meeting held earlier:  The lawsuit with Frontier Stall and Tent is moving forward. However, Scott stated that we have sent the 2016 deposit and will continue on with their contract.  The 2016 Congress will have several 50th Anniversary special events:  Exhibitor Appreciation held in conjunction with the Congress Mechanical Bull Ride.  Progressive Barn Parties.  Special Luncheons for Past Presidents and Past Queens. Past winners may present awards in certain classes. The Tri-Chairmen voted to offer free stalls for the Heroes on Horses Program. OQHA is working with Prime Social Group to host 2 events at the Congress. There will be a country concert on October 7 and The Haunt Fest on October 29, 2016. Both events will be held in the new Cardinal Hall. Scott is negotiating details of the sponsorship.

Dan Trein made a motion to accept the Tri-Chairmen report. 2nd by Don Recchuiti. Motion passed. OHIO COMMITTEE REPORTS Memberships Chris Darnell gave the 2016 membership report as follows:  259 Amateurs Members  132Regular Members  200 Youth Members  810 Life Members For a total of 1401 OQHA members. Ohio News Danielle Stephenson reported that the Entry Book was going to press and will be delivered in early July. She also stated that tickets will go on sale on July 1, 2016.

Rules Elizabeth Gorski read the 3rd reading of the following rule changes. ARTICLE III DUES AND MEMBERSHIP APPLICATION Page 3 Section 3. Membership will start January 1 (for all applications received on or before January 1) and be effective through December 31. After January 1, membership will start the day the application and fee are received in the OQHA office and/or it will start the day the show secretary, at an approved OQHA show, receives the application and fee and so notes on the application the date received. Show management must return memberships to the OQHA office within three (3) business days after completion the show. Application and fee for the current year must be received in the OQHA office by September 1st for voting privileges. It is the responsibility of the members to read all rules and to understand when the membership becomes effective. Dan Trein made a motion to accept the rule change. 2nd by Brent Maxwell. Motion passed.

ARTICLE XII OHIO POINT SYSTEM FOR ANNUAL AWARDS Page 14 Section 4. The results of any approved show and/or special event must be completed in their entirety on official forms furnished by the Association electronically submitted to OQHA listing at least the top 9 horses, unless fewer than that number competed, and should be forwarded to the office of the Ohio Quarter Horse Association within three (3) business ten (10) days after completion of the show or contest. Show management must return any OQHA memberships within three (3) business days after completion the show to the OQHA office. Any show management not meeting the three ten day deadline of sending show results to the OQHA office will be subject to non-approval of that show for OQHA points the following year.

ARTICLE VII SMALL FRY PROGRAM 6. The exhibitors in the class are prohibited from exhibiting in any threegaited or contest class at the same show. 7. Exhibitors in this class are not eligible to show in Level 1 (novice), 11 & Under, 13 & Under, and/or 18 & Under equivalent class at the same show. (Small Fry Showmanship may not show in any other showmanship class at the same show.) Small Fry exhibitors will be allowed to show in AQHA Level 1 Walk Trot Division classes but these classes will not be included in the small fry high point year end award. Dave McDonald made a motion to accept the rule. 2nd by Kyle Flatter. Motion passed.

ARTICLE IX LEAD LINE 4. Rules #1, 2, 3, 5, 6, and 9 of Article VII VI will apply. Kyle Flatter made a motion to accept the rule change. 2nd by Dan Trein. Motion passed.

Trail Ride Todd Salome reported on the 2016 OQHA Trail Ride. There were 318 riders that participated this year, with 71 in the Trail Challenge. The OAQHA donated $ 500 towards scholarships for kids to participate. Overall, the trail ride was a great success and a $ 1,500 donation was made to the Ohio Quarter Horse Foundation.

CONGRESS STEERING COMMITTEE REPORTS Judging Tournament Dave McDonald reported that the FFA Nationals are the same day as our tournament which may affect our entries. Super Sale Vic Clark reported that the 2016 Super Sale contract with Professional Horse Services has been signed. Youth Activities Annaliese Ritzi reported that OQHYA have been working on processing their AQHYA World Show entries. There will be 69 youth participants and 78 horses for 2016. This represents a 54% increase.

ASSOCIATION REPORTS Amateurs Justin Billings reported that the OAQHA is making preparations for the upcoming Buckeye shows. This year there will be several activities outside of the horse show including; The OQHF Golf Outing, Cowboys for Christ services and possibly a “golf cart” drive in movie. This will be the 1st year at the World Equestrian Center and they have already sold 900 stalls. NOQHA Candi Fites reported that most NOQHA shows have seen an increase this year. June’s show had over 7,000 entries. The September Futurity will be held at Eden Park. Ohio Cutting Chuck Smith reported that there have been fewer Ohio shows, but they have been bigger.

NEW BUSINESS Clark Bradley was appointed to the AQHA Show Council.

Kelli Diaz discussed the 50th Gala to benefit the Ohio Quarter Horse Foundation. It will be held at the Congress on October 23, 2016. The theme will be Boots, Bow Ties and Bling”

Hank Clason reported that a Nominating Committee must be selected at this time. The following were elected to the committee:       

Cindy Morehead was named Chair of the Nominating Committee. Dan Trein made a motion to adjourn to Executive Session. 2nd by Dave McDonald. Meeting adjourned at 8:35 p.m.
