ORDINANCE NO. 3614 AN ORDINANCE TO AMEND CERTAIN SECTIONS OF THE INDEX OF SPECIAL LOCATIONS, SECTION 13.02 OF THE CODE OF GENERAL ORDINANCES OF THE CITY OF BELOIT, RELATING TO THE REMOVAL OF PARKING ON THIRD STREET NEAR WEST GRAND AVENUE The City Council of the City of Beloit, Rock County, Wisconsin, do ordain as follows: Section 1. Section 13.02 of the Code of General Ordinances of the City of Beloit, as it relates to No Parking Regulations, is hereby amended by adding in Section II, of the Index of Special Locations, Parking Prohibited at All Times on Certain Streets, the following: “THIRD STREET

From West Grand Avenue to a point 175 feet north (the south driveway entrance to the Ironworks South Parking Lot) – WEST SIDE”

Section 2: If any section, clause, provision or portion of this ordinance is judged unconstitutional or invalid by a court of competent jurisdiction, the remainder of the ordinance shall remain in force and not be affected by such judgment. Section 3. This ordinance shall be in force and take effect upon passage and publication. Adopted this 2nd day of April, 2018. AN ORDINANCE TO AMEND CERTAIN SECTIONS OF THE INDEX OF SPECIAL LOCATIONS, SECTION 13.02 OF THE CODE OF GENERAL ORDINANCES OF THE CITY OF BELOIT, RELATING TO THE REMOVAL PARKING ON THIRD STREET NEAR WEST GRAND AVENUE

Overview/Background Information

The City received a request to remove parking along the west side of Third Street between West Grand Avenue and the southern entrance to the Ironworks South Parking Lot. The request was made by Drew Pennington, Director of Planning and Building Services for the City of Beloit due to obstructed sight lines and an increase in pedestrian traffic. As the City Council is aware, the YMCA recently opened at its new location near the south end of Third Street. With the the increase in employees and citizens frequenting the YMCA, the parking stalls along Third Street are utilized during a majority of the day. The increase in cars parking along the street reduces the sight lines for both the pedestrians and vehicle operators which could lead to potentially hazardous situations. Key Issues

1. The proposed ordinance removes parking along the west side of Third Street, north of West Grand Avenue which will allow for pedestrians and vehicles to see (and be seen) more clearly. 2. A sight triangle was calculated using the American Association of State Highway and Transportation Officials (AASHTO) design guidelines and is depicted on the attached map. 3. The recommended clear zone extends from the intersection of West Grand Avenue north to the southern-most driveway to the Ironworks South Parking Lot. Objects that exceed 30 inches in height are considered hazards within a clear zone. 4. Traffic Review Committee recommended approval of removing the parking on the west side of Third Street with a vote of 4-0. Conformance with Strategic Plan
