Our March opening is Saturday, March 12, from 9:00 AM to noon. Come see us! We have our family clothing out - jackets, sweaters, coats, men’s shirts, ladies’ blouses and dresses, jeans, juniors’, children’s and baby clothing. We would love to have you stop by to browse and visit. New items are put out every month. We have quality clothing for the entire family. There is never any charge for any of the items. Freewill donations are accepted. We are a compassionate ministry of the Udall Church of the Nazarene. We always gladly accept donations of clean good clothing. Please NO household items or toys!! If you have any questions, want to donate clothing, or have an emergency clothing need, please call Gaylene Williams, Director, at 782-3252. This community outreach is open on the second Saturday of each month from 9:00 AM to noon in the church annex at 2nd & Church streets. Church office – 782-3683. REGULAR COUNCIL MEETING CITY OF UDALL Monday, January 11, 2016 The Udall City Council met for the regular council meeting on Monday, January 11, 2016, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Jason Tharp, and Damon Wilson. Quorum established. Attending were Ben Winters, Jay Franklin, Allyson Fielder, Aiden Arnoldy, Paul Arnoldy, Jordyn Buehler, Mike Kennedy, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Moore, second by Grahem, to accept the agenda as presented. All voted aye, motion carried. BUSINESS FROM THE FLOOR: GENERAL DISCUSSION: Mike Kennedy was introduced by Police Chief King. He has been in law enforcement for over 15 years, formerly with the Cowley County Sheriff’s office. CONSENT AGENDA: MOTION: by Smith, second by Wilson, to approve the consent agenda and minutes of December 14, 2015, Clerk’s and Treasurer’s Reports for December, Expenditure Report for 12-15-2015 to 1-11-2016 of $282,859.46 and Payroll Account Report Totals of $14,238.00. All voted aye, motion carried. OLD BUSINESS: 1. Phase II Water Project – Request for payment No. 5 in the amount of $72,988.50 was presented via email by Steve Saunders. MOTION: by Wilson, second by Tharp, to authorize the CDBG Funds Request No. 5 in the amount of $72,988.50. All voted aye, motion carried. 2. Dangerous Structures – MOTION: by Tharp, second by Smith, to go into Executive Session for 30 minutes with legal counsel, Ben Winters, and Erik King to discuss legal matters. All voted aye, motion carried. Meeting resumed at the proper place and time. No action taken. Attorney Ben Winters exited the meeting. NEW BUSINESS 1. Annual Resolutions: a. Resolution #303 Official depositories for 2016 b. Resolution #304 waiver from Fixed Assets Accounting for 2016 c. Resolution #305 Official newspaper for 2016 d. Resolution #306 City of Udall Fee Schedule MOTION: by Wilson, second by Smith, to approve the annual resolutions as presented. All voted aye, motion carried. 2. Additional bids on street improvements – Eric Allen spoke with a representative from ProSeal. They would not bid on our streets in their current condition. They offer a different type of product that is applied once the repairs and resurfacing are complete. There was discussion on the location of streets to be improved and the benefits of perhaps doing some of the repairs and crack seal on our own. 3. Council Member Department Responsibilities – Mayor Steve Brown 2013-2017 Finance, Police, Legal Council President Randall Smith 2015-2019 Communications, Engineering & Inspections Council Member Damon Wilson 2015-2019 Elec, Water, Sewer & Animals Council Member Michael Grahem 2015-2019 Streets, Alleys & Refuse Council Member Ryan Moore 2013-2017 Parks and Cemetery Council Member Jason Tharp 2015-2017 Recreation These were discussed and it was determined to retain these responsibilities. COUNCIL MEMBER REPORTS: Grahem – Requested information on bids for gravel on the property adjacent to the city building for additional parking. MOTION: by Wilson, second by Tharp, to approve Eric Allen to purchase 3-4 loads not to exceed $1,000.00 for additional parking next to the city building. All voted aye, motion carried. STAFF REPORTS: King – Announced that a carnival for Fall Festival has been located. Their contract should be received one day next week. Their schedule requires three days, so they will arrive on Wednesday, and operate on Thursday, Friday and Saturday, October 1. Expressed concerned about the changing laws and concealed/open carry. The council discussed options available. No decision. Discussed the need to replace one or both of the police department vehicles. The Durango has 109,000 miles and the Expedition has 43,000. KHP may have some used Tahoes available or new ones can be purchased through State Contracts at associated dealers. There is approximately $40,000 the budget for police vehicles with additional funds from Click-it-and-Ticket for equipment. MOTION: by Wilson, second by Tharp, to authorize trading for a used Tahoe at $19,000 selling or trading the Durango. All voted aye, motion carried. Allen – Requested information on replacing the F150 with vehicle with a larger engine, possibly diesel. A 250 or 350 could be useful with snow equipment or hauling dirt. He was directed to get bids on various vehicles and costs involved with maintenance on a diesel engine. MOTION: by Wilson, second by Graham, to adjourn. All voted aye, motion carried. SPECIAL COUNCIL MEETING CITY OF UDALL Monday, January 25, 2016 The Udall City Council met for a special council meeting on Monday, January 25, 2016, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Jason Tharp, and Damon Wilson. Quorum established. Attending were Erik King and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Grahem, motion to accept the agenda as proposed. All voted aye, motion carried. NEW BUSINESS Randal Smith arrived shortly after the meeting was called to order. MOTION: by Wilson, second by Grahem, to go into Executive Session for 20 minutes to discuss legal issues, with right to call Erik King and Lulita Hopkins. All voted aye, motion carried. Meeting resumed at the proper place and time. No action taken. MOTION: by Wilson, second by Grahem, to authorize the purchase of the property at 116 E First St. at $10,000 plus closing costs. All voted aye, motion carried. MOTION: by Wilson, second by Moore, to adjourn. All voted aye, motion carried. Attending were Erik King and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Grahem, motion to accept the agenda as proposed. All voted aye, motion carried. NEW BUSINESS 1. General discussion concerning the purchase of a new vehicle vs. used for the Police Department. There are no used vehicles available through the state repurchase system at this time. It was also discovered that the state contracts on new purchases would be increasing dramatically on February 1, therefore a special meeting was called to determine if a vehicle should be purchased prior to the next meeting. Both state dealerships have similar 2016 Chevrolet Tahoes, Don Hattan has one available for $34,000.00. MOTION: by Wilson, second by Tharp, to purchase a 2016 Chevrolet Tahoe for $34,000.00. All voted aye, motion carried. MOTION: by Wilson, second by Grahem, to rescind the previous motion in the December 2015 meeting to purchase a used Tahoe. All voted aye, motion carried. 2. Vehicles for the Maintenance Department we discussed. Shawnee Mission and Rusty Eck have 2016 Ford F250’s available at a price difference of $210.00, with Rusty Eck having the lower price. It was determined the 2001 Ford F150 will be placed up for bids. MOTION: by Grahem, second by Tharp, to purchase a 2016 F250 from Rusty Eck Ford at $29,000.00. All voted aye, motion carried. From the Library

Thank you goes to the city employees who worked on the library drop box to put a bottom in it, clean it up and add a cover to the top. Then for the third time put it back in its place. They did not need to do this and we appreciate all their acts of kindness. Returns, please Several of the Udall Public Library’s VHS and DVDs have not been returned, we are not asking for fines, but just would like to have the movies back. Also if some are donated we cannot accept over PG-13 ratings. BOOKS & BABIES Books and babies shall meet on the 24th of March at 10:00 a.m. in the Udall Public Library. Parents with children have a good time. Three year olds and younger – having fun with songs, crafts, snacks, etc. Miss Sharon is very good with the kids – feel free to check us out. ROTATING COLLECTION We have a request to make to those of you in the past that have checked out books that we borrow from the South Central Kansas Library System. We need to have you return the books from the Rotating Collection to us. No fines are being asked, just need the books returned. Usually the Rotating Collection is stamped on the top of the book. You may also put them in the drop box on the east side of our building. I shall be glad to take your name off my list. Thank you, Udall Public Library. UDALL BOOK CLUB Apparently the Udall Book Club has a very interesting book to discuss on March 8, 2016 at 1:30 p.m. in the Udall Public Library – “Trouble in Paradise” by Terrye Robins. This is the book that is in demand. Feel free to come and visit and hear about this book.
