Background The C40 Cities Climate Leadership Group, now in its 12th year, connects more than 90 of the world’s greatest cities which have committed to tackling climate change. We bring mayors from around the world together to learn from each other in reducing greenhouse gas emissions and creating resilient, sustainable and low carbon cities. C40 cities represent more than 650 million urban citizens and their economies account for 25% of global GDP. Our recent ‘Deadline 2020’ report sets out the critical role that the world’s major cities have to play in delivering the historic Paris Agreement to prevent catastrophic climate change. C40’s growing team of 100+ staff is headquartered in London, with offices in New York, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations. C40 has an operating budget of c.$25m per year and is primarily funded through the generous support of philanthropic foundations. The strategic direction of the organization is determined by an elected Steering Committee of C40 mayors, which is chaired by the Mayor of Paris, Anne Hidalgo. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the Board of Directors, which is responsible for operational oversight. An eight person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. C40 Initiatives and Networks Working across multiple sectors and issues, C40 convenes networks that provide a range of services in support of cities’ climate change efforts. C40 has 17 networks organised under 6 initiative areas covering the mitigation, adaptation and sustainability topics of highest priority to C40 cities and with the potential for the greatest climate impact. C40 is also positioning cities as a leading force for climate action around the world, defining and amplifying their call to national governments for greater support and autonomy in creating a sustainable future. C40 networks help cities replicate, improve and accelerate climate action. These city-only working groups provide for honest knowledge exchange, enabling cities to tap into the global expertise of their peers as well as connect with technical partners. Through networks, cities find opportunities to undertake joint projects in areas of mutual interest and benefit. C40 networks also amplify individual city solutions by providing a global platform for showcasing city successes. The result is that cities' climate actions to reduce GHGs and climate risks are bolder, more impactful, implemented faster, at a lower cost and with less resources than if they were to go it alone. No other organisation facilitates such deep connections amongst city staff across 50+ countries, 20 time zones and 26 languages to accelerate local action with major global impact.

Position Description The Mobility Management Network is part of C40’s Transportation Initiative. Transportation plays a crucial role in our cities as it hugely impacts the quality of people’s lives, and is often the key means of accessing education, employment and essential services. At the same time, it is the sector where global greenhouse gas emissions are rising most quickly and is a major source of air pollution in C40 cities. The Mobility Management focuses on issue such as integrated transport planning, including multi-modal integration; fares and ticketing; parking policies; congestion pricing; incentives; Autonomous Vehicles and public engagement. The Programme Manager is responsible for delivering the strategy for the Mobility Management Network to achieve the largest possible mitigation outcomes in C40 cities, working with the lead city and C40 chair (Paris). He/she will enable city ambition through facilitating peer-to-peer support, and complement this through managing a project officer in China, an expert contractor and key funding partners. The Programme Manager will be passionate about working with a diverse range of cities to find practical solutions to climate change, with a special focus on engaging C40’s Chinese cities. The Programme Manager will be an experienced and proactive individual, able to manage their work independently and make the most of a complex portfolio in a high-profile area of C40’s work. The Programme Manager will join a team of dynamic C40 staff and will be connected to leading cities around the world. Responsibilities: •

In collaboration with the Head of Transportation Initiative, scope and implement the C40 Mobility Management Programme which will accelerate the deployment of sustainable programmes and policies in C40 cities via the Mobility Management Network and other initiatives; • Facilitate bilateral and multilateral city interactions and convenings through the Network, including developing agenda content and managing logistics, to leverage city expertise and knowledge; • Line manage a project officer based in Beijing to support engagement and delivery in Chinese cities; • Manage technical assistance and outputs to support C40 cities on ambitious mobility management strategies. This will require budget management, reporting and programme planning; • Manage C40 delivery on joint Mobility Management projects with external partners, including managing C40 budget allocation, technical assistance programmes, relationship management and appropriate engagement with C40 cities; • Maintain a positive and appropriate private-sector C40 funder relationship in collaboration with the Initiative Head and Fundraising Manager. Advise senior colleagues within C40 and represent C40 externally to senior stakeholders on C40’s and cities’ mobility management strategies; • Track and report to C40 senior management, funders on budgets, key performance indicators and deliverables, ensuring they are on schedule; • Collect information required for annual network funder reporting to demonstrate partnership value with C40 (in addition to collecting normal Global Initiatives KPI reporting information required of network managers); • Manage a relationship with the network lead city who is also C40 chair and connect and integrate with several internal stakeholders on an important organisational relationship; • Pro-actively collaborate with colleagues in the Global Initiatives team and in C40, including Regions, Research, Events, and City Diplomacy, to effectively support cities in achieving their GHG reduction goals; • Additional duties as requested. Experience in the transportation field, preferably in an international context, and familiarity with a range of approaches; Experience developing and implementing projects and/or strategies, preferably through working in or with city governments; Experience in conducting both quantitative and qualitative analysis and in commissioning actionfocused research required;

Line management and budget management experience required; Experience managing contracted consultants, writing and agreeing scope and managing delivery; Proven track record of working collaboratively and effectively with major global partners, such as NGOs, the corporate sector, funders and multilateral development banks; • Experience in developing, delivering and reporting on funding proposals and agreements; • Proven ability in developing, delivering and reporting on programme plans, including reporting against contractual KPIs and budget management; • Strong problem-solving, interpersonal and strategic thinking capabilities coupled with an outcome, delivery-oriented approach; • Strong English language skills essential; fluency in another language spoken in a C40 city preferred; • Strong written and verbal communication skills, including expertise/interest in facilitation of in-person workshops as well as virtual meetings or webinars; • International experience, particularly working across different cultures, languages and time zones, particularly in developing countries; • Advanced degree in relevant discipline (MSc, MBA, MPA, MPP) preferred. Other Requirements: Applicants must already have the right to work in the United Kingdom or the United States of America. Moderate to significant travel will be required as part of the role.
