History How? Evolved out of housing led work targeted at individual neighbourhoods from 1995 onwards
Why? Vision came out originally through WMDC wishing to work throughout the District with Groundwork because of the added value demonstrated in previous partnership working
When? Initial idea and project developed in 2001 and Joint Venture agreement signed in 2002
