Lauren Plum accepted the position of Program and Facilities Coordinator for the Parks and Recreation Department and will commence on June 5. We wish Lindsey all the best in her future endeavors! Staff training and orientations are in full swing with a full complement of seasonal staff ready to go. Commission and family are invited to the employee Summer Kick Off Party at the Whitmore Pool on Sunday, June 11 from 3-6pm. Recruitment for the Public Works/Parks Maintenance Hybrid position is underway. July is parks and recreation month – look for facility promotions and lots of #PlayOnJuly! Mammoth Lakes Basin and Reds Meadow Road Update: Below is a summary of the Mammoth Lakes Basin and Reds Meadow Road Opening Meeting on May 18. Mammoth Lakes Basin Snow depth on roads in the Mammoth Lakes Basin ranges from approximately 2 feet to well over 10 feet, with significant portions of the roads having in excess of six feet of dense snowpack. Southern California Edison (SCE) powerlines have been de-energized above the Lake Mary outlet due to unsafe lack of clearance between the deep snow and the powerlines. This leaves two Mammoth Community Water District (MCWD) sewage lift stations without electrical power. MCWD has installed and is operating generators to pump these stations so the massive infiltration their system is receiving from snowmelt does not cause overtopping and spills. No occupancy is allowed in structures served by these stations to avoid exacerbating this situation. At this time SCE has no estimate on when power will be restored. Restoring electrical service will require sufficient snow melt to allow required clearance. TOML staff began snow removal operations in the Lakes Basin on June 2. Opening the roads for public motor vehicle access will likely be delayed for some time after roads have been plowed to allow for repairs, opening of parking, and for resort and campground operators to prepare their sites for opening. Warm weather and faster snow melt would facilitate earlier opening, however, there is no estimated opening date at this time. Reds Meadow Road Current snow depth just past MMSA Main Lodge is 15 feet or more, with 12 to 20 feet on the road near the Minaret Vista. MMSA indicates they do not plan to operate Chair 11 across the road after the Memorial Day weekend. Caltrans indicates they will likely move equipment and personnel to SR 203 after they have completed work on SR 108 to Sonora Pass. This is likely to be after Memorial Day, but there is not an estimated date yet. TOML indicated they would get equipment and personnel working over Minaret Vista and down into the San Joaquin canyon after Caltrans’ work was complete and TOML work in the Mammoth Lakes Basin was complete. DEPO staff indicated concerns with snow depth on the trail to the Postpile delaying opening, and concern for flooding within DEPO due to high runoff forecast. Reds Meadow Resort indicated they have reservations starting June 26 and hope this can be accommodated. There is no estimated opening date at this time. Seasonal Pass Opening Status: May 26 State Route 108 – Sonora Pass Crews continue to remove snow and are approximately 1 mile from the summit on the east side and about 3 miles from the summit on the west side. The snowpack is estimated to be 12 to 15 feet on the highway. There is no estimated date for reopening the highway at this time. State Route 120 West – Tioga Pass (from the Junction of US 395 to the Yosemite National Park Gate) Crews have removed snow up to the Tioga Pass Resort. The snowpack is estimated to be 8 to 15 feet with snow drifts over 50 feet in some places. Recent storms have created high avalanche danger, debris flows, and rock fall activity. There is no estimated date for reopening the highway at this time. State Route 203 - From the Mammoth Mountain Parking Lot to Minaret Vista This section of highway is under permit of Mammoth Mountain Ski area for the winter ski season. There is no estimated date for reopening the highway at this time. State Route 270 – Bodie Road – Opened May 15, 2017 State Route 89 – Monitor Pass – Opened May 8, 2017 State Route 168 West – Bishop Creek – Opened April 24, 2017 State Route 120 East – Mono Mills – Opened April 14, 2017 State Route 158 – June Lake Loop – Opened April 14, 2017 Town Council Action: May 3
Council approved the continuation of the local emergency declarations as declared by the Town Manager and ratified and declared by the Town Council by Resolutions 17-06 and 17-13. Council approved by resolution the fiscal year 2016/17 Recreation Commission Youth Sports Funding recommendations and the accompanying fiscal year 2016/17 Town budget amendment. Council approved by resolution the Aquatic Facilities custom USA Swimming Workshop and the accompanying fiscal year 2016/17 budget amendment. Council approved the proclamation declaring May 7-13, 2017 as Public Service Recognition Week. It was moved by Councilmember Colin Fernie, seconded by Councilmember Bill Sauser, and carried by a 5 - 0 roll call vote to approve staff recommended structure and rates for all three components of the Reserve Policy. This includes establishing funding targets for Reserve for Economic Uncertainty funded at 16% of annual General Fund revenue, Operating Reserve funded at 9% of annual General Fund revenue, and Contingency funded at $100K annually as a part of the normal budget process. The Town Council had the following consensus for funding Town Facilities Updates: Deferred Maintenance for Parks and Recreation of $300,000 - yes, with a note that the Recreation Commission would develop a prioritized list on how to spend the funding. It was moved by Mayor Pro Tem John Wentworth, seconded by Councilmember Colin Fernie, and carried by a 5 - 0 roll call vote to approve allocation of $1,995,000 for discussed and approved Infrastructure Investments, Town Facilities Updates, and Town Commitments and Community projects; bring back undecided items for further review; and include funding of wayfinding signage at a future meeting. It was moved by Councilmember Colin Fernie, seconded by Mayor Pro Tem John Wentworth, and carried by a 5 - 0 roll call vote to confirm staff recommendation of $12.5 million for TOT revenue projection for fiscal year 2017-18 budget. It was moved by Councilmember Bill Sauser, seconded by Councilmember Colin Fernie, and carried by a 5 - 0 roll call vote to approve the Police Sergeant, Public Works/Parks Hybrid position, and Public Works summer intern positions for the fiscal year 2017-18 budget.
May 17 Council canceled the July 5, 2017 regularly scheduled Town Council meeting due to the Fourth of July holiday, and direct the Town Clerk to notice such cancellation. Council adopted the resolution amending the FY2016-17 budget by $5,017,305 in TOT revenue and $3,794,886 in expenses as recommended by the Town Council on the May 3, 2017 meeting. Council approved the Proclamation declaring May 21-27, 2017 as Public Works Week. Council certified the Environmental Impact Report for the Mammoth Creek Park West New Community Multi-Use Facilities Project. Council with a 3-2 vote approved the Recreation Commission and Mammoth Lakes Recreation recommended financing package for the entire project in the amount of $9.5 million. The financing package includes bond proceeds of $4.9 million secured by Measure R, the allocation of fund balance reserves of $2.6 million from Measure R, $500,000 from Measure U and $1.5 million from fundraising. This is an extremely exciting time for parks and recreation. Council approved the Measure R & U Funding Recommendation for FY 2017-18 – Ongoing Annual Funding of $262,000 from Measure R and $171,220 from Measure U. Council approved the Measure R Funding Recommendations for one time funds of $500,000 to support Trails Capital Projects and annual contribution of $300,000 for the trails overall work program and operations. Council approved Measure U Funding Recommendations for FY2017-18 to allocate $2.5 million in reserves for future capital support of the Mammoth Arts and Cultural Center (MACC). Mammoth Lakes Recreation The next scheduled Board Meeting is June 6, 2017 at 5:00pm in Suite Z. Special Event Permits Permit review: o Mammoth Half Marathon – June 18 o Mammoth MX – no permit but lots of logistics o Village Summer Jam – June 23 o 50th Anniversary Mammoth MX Village Bash – June 24 o Mammoth Resorts Fireworks – July 1 o Village at Mammoth July 3 celebration o Summer Pop Up Beer Garten – July 4 onwards o Gimme Shelter Carnival – July 7-9 Staff have updated the permit application process. Toddler Time at the Community Center Peapods at the Community Center Little Sluggers! School’s Out Camp Whitmore Pool Opening Day – free swim day! Swim lessons commence at the Whitmore Pool
Little Sluggers T-Ball Little Sluggers returns on Wednesday, May 3. This is a very popular introductory program scheduled every Wednesday evening from 5:15-6:00pm for ages 1.5 to 5 years. The program will run from May 3 – June 7 at the MES field. The cost of the program is $43 if you register by April 23 and $52 for any registrations after April 23. Youth Sports Assistance Program Town staff have worked to develop and support consensus recommendations resulting from the March 21 Recreation Commission Special Meeting. o Mammoth Youth Football and Cheer have voted to move Mammoth Lakes Flag Football under their 501(c)3 status and are planning to have a league underway this fall. o Advocating for additional funding for programing and infrastructure enhancements at Parks and Recreation fields and facilities – participation at May 17th council meeting. o Town staff and MLR Program Administrator Emily Woods are currently working with CrowdRise to develop a joint fund-raising platform for Mammoth Lakes Youth Sporting Organizations, allowing for charitable contributions to be specifically designated to each of the individual organizations. o To aid compliance with new legislation (Assembly Bill 2007) and assist in expanding outreach to Hispanic youth in Mammoth, Town staff provided local youth sports organizations with Concussion Information Sheets and Concussion Waivers forms in both English and Spanish. o Town staff are currently working to help facilitate and provide funding for local youth sports administrators to participate in the NAYS League Director and Membership Program.
C. Parks/Facility Programming and Maintenance Multi-use Facility
Transition to summer operations has been completed. The RecZone will operate as a hub for all Recreation Summer Camp programs. The facility will also be available for private rental, offering roller and in-line skating. First day of operations for the RecZone is June 12

May 2017 has seen an increase in visitation by 25% (+93) and an increase in takings by 50% (+$1,156) versus 2016. Whitmore 50 Challenge (as of 5/26/2017): Gary (18.5 miles); Jenny Fletcher (13 miles); Bea Beyer (11 miles); Stuart Brown (10.3 miles); Betsy Truax (9.7 miles) The potable water supply on City of Los Angeles property has been completed and is operational.

Available for rental Programmed for Toddler Time every Tuesday morning from 9:30-11:00am while school is in session. Programmed for PeaPods every Thursday from 9:00am while school is in session.
Community Tennis Courts
The courts have been cleaned and 3 nets were in place on courts 2, 3 and 4 for Memorial Weekend. The one bid received by the Town for crack repair and surfacing of community center tennis courts was rejected. A new bid packet is being drafted for repair of courts 1 and 2. Courts 3-6 will be addressed in the next fiscal year.
